A meeting to mark the 110th birth anniversary of late Party General Secretary Le Duan was held in Dong Ha city in the central province of Quang Tri on April 7.

Attending the ceremony were Party General Secretary Nguyen Phu Trong, former Party General Secretary Nong Duc Manh, President Tran Dai Quang and former President Truong Tan Sang, among others.

Prime Minister Nguyen Xuan Phuc and many Party and State leaders sent flowers to the event.

Speaking at the meeting, Secretary of the provincial Party Committee Nguyen Van Hung said that the event offered a chance to recall the revolutionary life and career of the late Party chief who devoted nearly 60 years to the struggle for national liberation and national reunification as well as the construction and protection of Vietnam.

Le Duan, real name Le Van Nhuan, was born on April 7, 1907 in Bich La village, Trieu Dong commune, Quang Tri province’s Trieu Phong district.

During the 60 years of joining revolutionary activities, including 26 years he served as the First Secretary and then General Secretary of the Party Central Committee, Le Duan made important contributions to bringing Vietnam’s revolutionary theory to a new height.

Following the late leader’s words, Quang Tri authorities and people have made efforts to overcome many difficulties and gained outstanding socio-economic achievements, with the province’s economic growth rate of 7.4 percent and annual per capita gross regional domestic product reaching VND36 million (US$1,588).

The Party building work has been improved, while the political system from the provincial to grassroots level has been consolidated, said Hung.

On behalf of the young generation, Hoang Tran Minh Anh from Le Quy Don gifted High School vowed to better morality and learning standards to contribute to the national building and safeguarding cause.

Earlier, Party General Secretary Nguyen Phu Trong, along with a delegation of Party and State leaders and provincial authorities paid homage to the late Party chief Le Duan at his statue in Dong Ha city.

Lao, Cambodian students in Vietnam enjoy traditional festivals

Students from Vietnam, Laos and Cambodia have met at a series of exchanges in Ho Chi Minh City on April 6 to celebrate Laos’s Bun Pi May and Cambodia’s Chol Chnam Thmay New Year Festivals.

The activity is part of a programme to commemorate the 50th anniversary of the Vietnam-Cambodia diplomatic ties, and the 55th anniversary of the Vietnam-Laos diplomatic ties.

The three countries’ students participated in sport competitions, cultural exchanges and traditional art performances, hosted by the municipal chapter of the Ho Chi Minh Communist Youth Union.

Nguyen Thi Thu, Vice Chairwoman of the HCM City People’s Committee said that various exchanges have been held regularly, creating opportunities for students to study new cultures.

She expressed her belief that the students will enhance the good relations of the countries, building prosperous nations and an ASEAN community of solidarity, peace and development.

At the event, Vietnamese students joined Lao and Cambodian friends in rituals to wish them prosperity for the New Year.

More than 14,000 Lao students study in Vietnam at present while nearly 4,000 Cambodian students are studying in Vietnam as of the start of 2017.

Sunrise Festival featuring Japanese culture hosted by Quang Ninh

Sunrise Festival highlighting Japanese culture is scheduled to take place in Zen Garden on Ba Deo Mountain in Sun World Ha Long Complex on April 6- May 1.

Diverse activities will be held during the event including eight Yosakoi performances on Saturdays and holidays from 2 to 9pm.

Visitors can get involved in wearing Japanese Kimono and Yukata traditional costumes and joining Origami.training courses.

This is part of activities to learn about cultures of different nations at Sun World Ha Long Complex.

World Vision International pledges aid for Yen Bai

The World Vision International (WVI) will provide an additional 2.26 million USD for existing programmes and projects in the northern mountainous province of Yen Bai in 2017.

The pledge was made by WVI Vietnam National Director Tran Thu Huyen during a working session with Yen Bai authorities on April 5.

Huyen said the WVI will continue to carry out programmes and projects on education, health, livelihood development and capacity building in the province. The organisation will pay special attention to protecting vulnerable children and devising humanitarian policies for children, especially those in remote and disadvantaged areas.

Yen Bai province has formed cooperation with the WVI since 2003. At present, the WVI is sponsoring eight programmes and projects in the province, with total committed capital of 378 billion VND (16.6 million USD), making up 96 percent of pledged aid from non-governmental organisations for the province.

Those projects, focusing on education, health care, livelihood, capacity building, natural disaster risk mitigation and children protection, are being implemented in Van Yen, Tran Yen, Tram Tau, Luc Yen, Yen Binh and Van Chan districts.

Vice Standing Chairman of the provincial People’s Committee Ta Van Long lauded the efforts of the WVI over the years for poverty alleviation and socio-economic development of Yen Bai province.

He also expressed his hope that the WVI will expand the advanced economic development model for the province, contributing to the sustainable poverty alleviation.

Vietnam Day in Moscow welcomes APEC Year 2017





Vietnamese students studying at the Moscow State Institute of International Relations (MGIMO) organised Vietnam Day on April 5 to welcome Vietnam’s hosting of APEC Year 2017. 

Speaking at the opening ceremony, Director of the MGIMO’s ASEAN Centre Viktor Sumsky noted that the event attracts not only students at MGIMO but also those from other universities in Moscow. 

Lai Ngoc Doan, a representative of the Vietnamese embassy in Russia, congratulated MGIMO students on organising a meaningful event. 

The diplomat also lauded MGIMO as one of the leading international relations training establishments in the world where tens of Vietnamese students are studying. 

The Vietnam Day featured a round-table seminar on Vietnam’s role as host of APEC Year 2017, a traditional souvenir fair, a photo exhibition “APEC Year 2017 in Vietnam”, an understanding competition on Russia and Vietnam, and Vietnamese gastronomy.

RMIT University Vietnam expands financial aid again

RMIT University Vietnam has announced another set of enhancements to its need-based financial aid policies for low-income students as well as scholarships based on academic achievement.

President Gael McDonald unveiled that the University will further expand the initiatives announced earlier this year to benefit an even larger group of students across the upcoming three semesters.

She said, the University would award 119 grants and scholarships valued at US$1.5 million (VND35 billion) across three semesters to current and prospective students in a broad array of fields of study.

The new financial aid initiatives will benefit undergraduates receiving financial assistance as well as those enrolled in post graduate and doctorate programs.

McDonald added that the new financial aid initiatives help to solidify the commitment of the University to ensuring that costs are never a barrier to students who are offered admission.

The University stands by this commitment, she underlined, even as the school expands and includes more Vietnamese students from lower socio-economic backgrounds.

Moreover, from this year, she said, the University will also award scholarships in February and June for prospective students who undertake a Bachelor of Design and postgraduate programs in business, as well as for current students with high academic achievement.

Vietnamese website wins first place in US competition

ScholarJet has been named the winner of – VietChallenge 2017 – an entrepreneurial competition sponsored by the Vietnamese Student Association at the Massachusetts Institute of Technology in Boston, the US.

The competition, which took place Oct. 1 to Nov. 30, received 176 applications from 23 countries around the globe. The 16 Semi-Finalists were from five countries: the US, Vietnam, Australia, Japan and Germany.

Exhibition features late Party chief Le Duan’s revolutionary career

Party General Secretary Nguyen Phu Trong cut the ribbons to launch an exhibition depicting late Party General Secretary Le Duan’s life and career in Hanoi on April 5.

The exhibition is part of activities to celebrate the 110th birth anniversary of the late Party chief (April 7, 1907-2017).

Nearly 300 photos, documents and objects chronicled the late leader’s revolutionary career as well as his contributions to the national liberation, building and defence cause.

In the memory book, Party General Secretary Nguyen Phu Trong wrote that late Party General Secretary Le Duan is a steadfast communist, a standout leader, and a brilliant successor of late President Ho Chi Minh’s ideology and revolutionary cause.  

Le Duan, real name Le Van Nhuan, was born on April 7, 1907 in Bich La village, Trieu Dong commune, central Quang Tri province’s Trieu Phong district. He was the Party’s First Secretary and then the Party General Secretary from 1960 to 1986.

His leadership helped the Party to successfully guide the people to carry out revolutionary missions in both the North and South of the country, contributing to the country’s victory in the resistance war against the US in 1975, as well as national construction and defence after that.

The exhibition at the Ho Chi Minh Museum will open until May.

Vietnamese painting sold for record US$1.2 million

A painting by 20th-century Vietnamese painter Le Pho has been sold for nearly US$1.2 million at a recent auction in Hong Kong, setting a new record for the highest priced Vietnamese painting ever.

The painting, Family Life (Doi song gia dinh), depicts an intimate family moment during a leisurely day.

It features the image of a mother and child against a lively background of people on the move: the toddler rests his head on his mother’s lap, clutching her knee, while the woman rests her palms on the boy’s hands and head, tilting her head down in a nurturing manner.

The painting, completed using ink and gouache on a silk canvas, was finished somewhere between 1937 and 1939.

At Sunday’s auction organized by Sotheby’s, one of the world’s most prestigious fine arts auction house, Doi song gia dinh was sold for $1,172,080, shattering the previous record held by another of Pho’s paintings, Nhin tu dinh doi (View from the hilltop), which was sold for more than $844,000 in 2014.

According to art experts, the record price for a Vietnamese painter’s work is expected to place Vietnam’s fine art on the map and serve as a guarantee of quality at future international auctions.

“This is a crucial milestone, as it proves that somewhere in the corner of Asia, a Vietnamese painter has made his name known to the world,” said Ngo Kim Khoi, a Paris-based art appraiser.

“The sale also brings hope that Vietnamese paintings will be sold at higher prices in the future, which is generally how the market operates.”

Many local artists have regarded the news as “unsurprising”, considering the fact that Pho’s paintings have been known to sell at increasingly high prices over the past fifty years.

“Le Pho’s paintings have been continuously auctioned by two of the most prestigious auction houses in the world [Christie’s and Sotheby’s] for half a century, so it should come as no surprise that one of his works would eventually surpass the $1 million mark,” said Vu Tuan Anh and Tran Quoc Hung, who run local auction house Chon.

“What is surprising is that it took so long for Pho’s works to reach the milestone.”

According to painter Le Kinh Tai, Pho’s works have made quite a name for themselves at international auctions for years, which is rare for even the most acclaimed modern Vietnamese painters.
“In the past, international collectors bought Vietnamese paintings out of curiosity or personal interest, rather than for their ‘collectability’ or as an investment in cultural value,” Tai said.

According to Tai, the fact that a Vietnamese painting had sold for more than $1 million will mean that from now on, local works will be collected as a valued asset and a legitimate investment opportunity.

In Paris, Ngo Kim Khoi warned that the prediction would be realized if counterfeit paintings were eradicated from the local market, as multiple examples of fake works circulating have caused international collectors to approach Vietnamese works with caution.

Last year, a painting claimed to be by the late Vietnamese painter Bui Xuan Phai was sold for $102,000 during a charitable auction in Ho Chi Minh City, only to later be  discovered to be counterfeit.  

“The true value of Vietnamese art will only be recognized if collectors, appraisers and those involved join hands in eradicating fakes,” Khoi stressed.

International tourism expo opens in Hanoi

One of the country’s premiere tourism expos has opened at the International Exhibition Centre in Hanoi amid an optimistic but nervous outlook for luxury travel to Vietnam during the upcoming year.

An estimated 600 exhibitors from Vietnam and 50 from 25 foreign countries are attending the expo themed ‘Hanoi - Destination of Vietnam’ reports the Vietnam National Administration of Tourism.
  
The consensus among travel executives, such as those in the US, is that the upcoming year doesn’t appear to be all that promising for international luxury travel to Vietnam, said representatives of VNAT.

This is primarily because travellers in the US and around the globe have strong reservations about safety and security while abroad, largely revolving around terrorism.

Still, despite the bleak outlook, in the short term we will focus on branding Vietnam and Hanoi as a tourism destination to further promote travel to our country, said Deputy Minister of Culture, Sports and Tourism Huynh Vinh Ai.

The doors of Vietnam are open to the world and we are cautiously optimistic about tourism over the coming year, Mr Ai said.

However, we are also taking a long-term outlook, he said, noting that at this year’s expo Vietnam Tourism is signing a memorandum of understanding with US Tourism and we are hoping it will pan out in future years.

Last year's expo was visited by 60,000 people and we are confident of a similar turnout this year.

Leaders pay tribute to late Party General Secretary

Party and State leaders and authorities of central Quang Tri province paid tribute to late Party General Secretary Le Duan at a monument dedicated to him in Trieu Thanh commune, Trieu Phong district on April 6, on the occasion of the leader’s 110th birthday anniversary.

The delegation included Party General Secretary Nguyen Phu Trong, former Party General Secretary Nong Duc Manh, former President Truong Tan Sang, and Deputy Prime Minister Truong Hoa Binh, among others.

After the incense offering ceremony, the leaders visited the commemorative house and recalled the revolutionary life and career of the late Party chief through displayed photos, documents and objects.

Earlier, the Party chief visited the Le Duan Political School where he emphasised the importance of political theory training to help improve political knowledge and firmness of Party members.

Drug traffickers caught red-handed in northern provinces





Two drug traffickers were arrested and 19 varieties of synthetic drugs were recently seized in Nam Định Province, the province’s police said on Wednesday.
This information was reported by the Lao Động (Labour) newspaper.
The province’s drug crime investigation sub-department (PC47) on March 29 uncovered a drug trafficking ring operating from a four-storey house located along National Route 10 in Ý Yên District.
Trương Đức Hưng, 43, the ring’s leader, was caught red-handed selling some 300g of synthetic drugs and 300 tablets of ecstasy to other drug addicts.
Several other types of drugs, including Methamphetamine, crystal meth and American weed that were divided into small packets, were confiscated.
Hưng, a resident of the district, was reportedly a drug addict and had indulged in illicit acts for years, the police said. 
He would gather drug addicts at the house and used them to sell drugs.
The house was equipped with folding doors, metal mesh fences and a security camera system, the police reported. All activities related to the sale of drugs were conducted through a small door. 
Nguyễn Thế Hùng, 40, resident of Hải Phòng City, was caught following the police’s interrogation of Hưng. He had with him some 800g of crystal meth, 700 tablets of ecstasy and some VNĐ5 million (US$220) of drugs money.
Further investigation into the case is underway.
Earlier on Tuesday, a 23-year-old drug trafficker carrying 5kg of drugs was caught in Thanh Hóa Province, the provincial Border Guard Command said on Wednesday.
Vi Thạo Thiều, resident of Houaphanh Province in Laos, admitted to transporting the drugs to sell to drug addicts in Thanh Hóa Province’s Mường Lát District, the police said.
Investigation revealed that he connected with other drug addicts to transport drugs from Laos to Việt Nam via trails near the border at nightfall.
Thiều was handed over to the Mường Lát police. Extensive investigation into the case is underway.

Toyota grants VN music scholarships

Toyota Motor Vietnam (TMV) granted 85 scholarships on Thursday in Hà Nội, giving a total value of VNĐ510 million to young music talents at five musical universities and colleges nationwide for the 2016-17 school year.
The programme, which has been implemented since 2009, aims to encourage the spirit of young music talents and to contribute to human resource and music culture development in Việt Nam.
Each scholarship is worth about VNĐ6 million.

The university and colleges include the Vietnam National Academy of Music, the Huế Musical Institute, the HCM City Conservatory of Music, the Tây Bắc Musical College and the Việt Bắc Musical College.
In addition, TMV will donate traditional instruments worth VNĐ90 million to these five universities and colleges.
At the awards ceremony in Hà Nội, Toru Kinoshita – President of TMV said, “We highly appreciate your strong efforts in studying over the recent years to reach outstanding achievements. Especially, it was great honour that some previous students had good performances in big concerts of TMV as well as received high prizes at international music competitions. I do expect that our support will be partially helpful for your endeavour on the way to becoming good artists.”
Đặng Thị Bích Liên, deputy minister of the Ministry of Culture, Sports and Tourism said, “I highly appreciate and sincerely thank Toyota Motor Vietnam for its active support and assistance for the development of human resources for Vietnamese music. I believe that the Toyota Scholarship Program will support Vietnamese young music talents to continue to develop and reach further achievements”.
Over the last eight years, more than 730 scholarships have been granted to excellent students. In addition, this programme has created chances for students to practise and perform with professional orchestras at major music events.
For example, Phạm Thị Duyên Huyền played in Toyota Classics 2011, Đỗ Phương Nhi played in the Toyota Concert in 2011 and 2013. Especially, many students have received prestigious awards at international music contests such as pianist Đỗ Hoàng Linh Chi, Phan Thiên Bạch Anh, Nguyễn Thế Vinh and Hồ Hoàng Khánh Vân as well as scholarships to study abroad in America, Japan, Europe and many other countries.

Humanitarian aid reaches over 6 million people in 5 years

The Association in Support of Disabled People and Orphan Children said it has assisted more than 6 million people in the past five years.

The information was announced at a press conference on the threshold of the association’s fifth national congress, which will convene on April 14.

The congress will review activities of the association in the past five years and set tasks for the upcoming five-year tenure.

As part of the event, an exchange programme, themed “One Heart-One World”, will take place to draw attention to the care of disadvantaged people.

Vietnam is making efforts to ensure the rights of the disabled, who account for 7.8 percent of the country’s population.         

The group has been tackling challenges in exercising their right to work, including access to employment opportunities and discrimination in the workplace.

Southern Khmer ethnics congratulated on Chol Chnam Thmay

Deputy Prime Minister Vuong Dinh Hue congratulated the Khmer ethnic community in southern Vietnam on their traditional Chol Chnam Thmay New Year festival during a get-together in the Mekong Delta province of Soc Trang on April 7.

The function brought together nearly 900 people, including monks, Vietnamese heroic mothers, officers, soldiers and local people from the Khmer group in the Southwest region. 

In his speech, Deputy PM Hue, who is also head of the Steering Committee for the Southwest region, hailed great efforts made by regional authorities and people to obtain significant achievements of socio-economic development.

He asked relevant ministries, sectors and regional localities to effectively perform the Party and State’s policies on ethnic and religious issues while stressing assistance for disadvantaged Khmer families to help them enjoy a merry Chol Chnam Thmay.

Deputy head of the Steering Committee Son Minh Thang reported that the poverty rate among regional Khmer households was reduced to 20 percent at the end of 2016. 

Special attention has been paid to education and training-related works, especially building and upgrading boarding and day-boarding schools for students from ethnic groups, contributing to improving the education quality in the region. 

In addition, all the communes in the region had medical stations, with 70-80 percent of them being recognised to meet the nation’s standards of health care. 

Traditional customs and cultural identities have also been conserved and upheld, Thang added.

Chol Chnam Thmay, taking place from April 14-16, is one of the most important festivals of the year for the Khmer people. 
         
The festival is a demonstration of Khmer people’s aspirations, like many other ethnic groups, to move on from the previous year’s misfortunes and look forward to the promise of a new year.

Khanh Hoa holds exhibitions on Hoang Sa, Truong Sa

The central coastal province of Khanh Hoa is holding exhibitions displaying ancient maps and documents about Vietnam’s Hoang Sa (Paracel) and Truong Sa (Spratly) archipelagoes in its Cam Lam and Khanh Son districts and Cam Ranh city from April 7-27.

The exhibitions take place at a time when the country is preparing for celebrations for the 42th anniversary of the liberation of southern Vietnam and national reunification (April 30). 

On display are hundreds of historical items, documents, photos and national maps and maps of Khanh Hoa’s sea and islands, affirming Vietnam’s sovereignty over Hoang Sa and Truong Sa archipelagoes. Many of the documents and maps were produced in the 16th century in Vietnam and foreign countries.

The exhibitions are the first in a series of similar events to be held all districts and cities of Khanh Hoa from 2017 to 2020.

The province had previously hosted similar exhibitions in Nha Trang city and Truong Sa island district, attracting a large number of local visitors.

Nhon-Hanoi Railway Station denounced of violating regulations on design

Dozens of households in Hanoi are complaining about the proximity of the ventilation well of the on-going Nhon-Hanoi Railway Station project and the risks to their health.
   
Tran Dung Son, a local on Kim Ma Street, said they totally approve the Nhon-Hanoi Railway Station project which would help improve the urban traffic. However, the ventilation well of the project is only 2.5 to 3 metres away from housing.

"If the construction is built there, it would badly affect our daily lives and health of hundreds of households living nearby," Son said.

Son wondered why the well was not placed at the parking lot on the opposite side of the street but at a residential area. Hundreds of billions of VND can be saved as well since the government wouldn't have to spend so much for ground clearance task. 

"Furthermore, the health of the residents won't be affected," he said.

Another local also said he support the project but weary about the ventilation well. If the well is built so close to the houses, he may move out to somewhere else because of the noise and dust that increase the risk of getting heart and respiratory diseases. 

The residents in Ngoc Khanh Ward, Ba Dinh District, also complained the design violated national technical regulations on underground constructions in urban area of the Ministry of Construction.

According to the regulations, the distance from the ventilation wells to the main streets, commercial areas and residential houses must be at least 25 metres. Meanwhile, the opposite of the street has a parking lot and fewer households.

In 2014, Deputy Minister of Construction Le Quang Hung signed an official document that stated designers and planners must follow the national technical regulations or have appropriate measures to ensure that requirements in the regulations will be met.

The ministry's representative suggested that Hanoi Urban Railway Management Board should carry out research to expand the ground clearance area, or find technical measures to protect the environment and the safety of the residents. The managers must explain to the residents if necessary.

During a recent meeting with households that are affected by ground clearance task, Vice Chairman of Ba Dinh District Nguyen Phong Cam said, maybe the people hadn't satisfied but they were very careful in accepting requests.

"We already told the city authorities that the people want to move the ventilation well to the opposite side of the street, however, the authorities had held two meetings without finding any other suitable location. The people have the right to continue complaining and we'll be by their side," he said.

Keo pagoda recognized national relic



Xuan Truong district People’s Committee in Nam Dinh province has held a ceremony to receive the Prime Minister’s certificate of merit recognising Keo pagoda in Hanh Thien village, Xuan Hong commune as a special national relic site.
  
Keo pagoda is one of ancient pagodas in Vietnam with over 400-year-old architecture which is well preserved and almost intact.
Iaddition to its architectural beauty, the pagoda is home to numerous valuable artifacts from the 17th century under Hau Le dynasty, including reading tables, altars, statues, bells, steles, horizontal lacquered boards and parallel texts and books.
The existence of Keo pagoda, along with Dien Phuc pagoda in Xuan Ninh commune, Xuan Truong district and Chuong Son tower pagoda in Yen Loi commune, Y Yen district, showed that Nam Dinh province was a major religious centre of the country under the Ly dynasty.
The Keo Pagoda Festival in Nam Dinh province takes place annually from the tenth to sixteenth days of the ninth lunar month. Unique activities of the festival are the boat race with a crew of 10 and a large scale procession.
The recognition of Keo Pagoda in Nam Dinh as a special national relic site is expected to contribute to improving the historical, cultural and architectural values of this old pagoda in the northern region.
The pagoda boasts massive architecture, consisting of 13 buildings with 121 rooms. There is a clear, blue lake in front of the pagoda.

Da Nang university to boost ties with French partners

Da Nang University, the University of Nice Sophia Antipolis and the Agence Universitaire de la Francophonie (AUF) (Francophone University Association) have inked a Memorandum of Understanding (MoU) in the fields of scientific research, education and student exchange, technology transfer, communications, business management, water management, and embedded software systems.

Following the MoU, the French partners plan to launch a Master of Business Administration (MBA) course, updated technology applications, innovation research and scientific information exchange.

As scheduled, Vietnamese and French students can enjoy education exchange programmes in both Da Nang and France.

Da Nang University is one of the top 50 universities in ASEAN, and a key human resource centre for the central and Central Highlands regions.

The university also plans to establish a teacher training college for engineering and the Vietnam-United Kingdom University in the central city from next year.

The Da Nang University Village project, which was planned in 1997 with total investment of 1.7 trillion VND (75.2 million USD), will resume construction later this year after a 20-year delay.

The university, which has developed 12 college-level education centres in the last 20 years, trains 90,000 students in technology, engineering, science, economics, trade, finance, foreign languages, medicine, culture, tourism and media studies per year.
