Deputy PM discusses environmental agenda

Deputy Prime Minister Vu Duc Dam delivered a key address to legislators on July 7 at which he talked about furthering the Vietnam government’s leadership on the environment, reported the Vietnam News Agency.

The goals of the 2030 Agenda for Sustainable Development must be accomplished in balance with a proper consideration to the environment and other matters related to climate change, asserted Mr Dam.

The goals of the Agenda are factually to effectively manage and use natural resources wisely and respond to climate change proactively while at the same time building a peaceful, prosperous, democratic, equitable, civilized and sustainable society.

Mr Dam highlighted the need to mobilize the broad participation of ministries, agencies, localities, press agencies, socio-political organizations, businesses, developmental partners and the population to successfully implement the Agenda.

The 2030 Agenda was approved at a United Nations summit in New York in September 2015.

At that time, the Vietnam government acknowledged its support and commitment to focusing all needed resources and manpower to successfully realize the 2030 Agenda and its sustainable development goals.

The agenda sets out a vision for the fifteen-years leading up to 2030 for development with seventeen SDGs and successive actions, all of which are consistent with an elevated level of protection for the environment, which the government deems appropriate and in the best interest for the national development.

Over the past few years, the Vietnam government has actively organized innumerable activities to implement the Agenda, which actions have been embraced by the National Assembly and are in line with other governmental resolutions on socio-economic development and protection of the environment, Mr Dam noted.

The Vietnam national action plan features 115 goals, with its 15 SDGs for 2030 including terminating all forms of poverty; eradicating hunger, ensuring food security, improving nutrition and boosting sustainable agricultural development; ensuring people’s access to sustainable and reliable energy sources; ensuring sustainable, comprehensive and constant economic growth; creating jobs for all the people; and promoting global partnership for sustainable development.

The action plan, Mr Dam added, serves as a legal base for the government to implement SDGs and fulfil its commitments to the international community as well as to responsibly contribute to the global efforts aimed at sustainable development in line with sound policies to protect the environment and address climate change.

Deputy PM urges sustainable growth

Economic growth must go hand in hand with environmental protection and prioritise the needs of disadvantaged groups, said Deputy Prime Minister Vũ Đức Đam.

Sustainable development is a common mission for different sectors in the country that requires clear responsibility assignments, close collaboration and transparency, he said at a conference on launching a National Action Plan (NAP) to implement the United Nations’ (UN) 2030 Agenda for Sustainable Development in Hà Nội yesterday.

The NAP was promulgated by Prime Minister Nguyễn Xuân Phúc on May 10, 2017, specifying 17 sustainable development goals with 115 targets relevant to Việt Nam until 2030, corresponding to global sustainable development goals adopted at the UN Summit on Sustainable Development in September 2015.

It stresses the importance of involving the public in hitting Việt Nam’s sustainable development targets, including the Government, bilateral and multilateral development partners, the private sector, as well as the foreign and local political, professional and mass organisations and other groups.

The NAP is a legal foundation on which Việt Nam will actualise its international commitment towards sustainable development.

Speaking at the conference, Deputy Planning and Investment Nguyễn Thế Phương said that achieving the sustainable development targets would help Việt Nam take a big leap in reducing poverty, ensuring social security, protecting the environment and responding to climate change.

“The country will focus on perfecting institutions and policies, increasing public awareness of sustainable development, enhancing high-quality human resources development, and mobilising internal and external financial sources in order to reach those targets,” he added.

“The targets will be integrated into the country’s policies, and the action plans of ministries, sectors and localities nationwide,” he said.

Kamal Malhotra, UN Resident Coordinator in Việt Nam said that the NAP was an important milestone for the country, which would “help to assert its pioneering role in maintaining international commitments to sustainable development.”

Instruction emphasises stricter management of private clinics

Minister of Health Nguyễn Thị Kim Tiến on Thursday promulgated an instruction on managing private clinics.

Reports of the departments of health and inspection of the Ministry of Health (MoH) showed that many private clinics were violating regulations related to health examination.

The violations included inviting foreign doctors to work without work certificates, using medicines without clear origin or banned from circulation in Việt Nam, advertising beyond their capacity, not making prices for examinations public and not maintaining health documents based on the MoH’s regulations.

Under the instruction, the MoH asked the departments of health to strengthen management of medical workers, ensuring that all had work certificates.

It added that the list of private clinics being allowed to operate must be announced on websites of the departments of health, so that residents could research the clinics before using their services.

The private clinics must make public information about work certificates, working time, specialty, prices and managers, so that residents could report necessary information, the instruction noted.

Inspectors must conduct periodic and unexpected checks on private clinics, it added.

The instruction stated that violations must be strictly penalised based on present laws.

Việt Nam currently has 206 private hospitals and more than 30,000 private clinics, according to the MoH. Vietnamese firm active in charitable work in Cambodia

Cargo ships illegally transport passengers in Kiên Giang

Many SB cargo ships, a type of ship that runs off the coast and in the rivers, have been allegedly transporting passengers illegally on the Hà Tiên-Phú Quốc Island route.

As per transport ministry regulations, SB cargo ships are allowed to carry only goods and not allowed to travel beyond 12 nautical miles from the coast.

However, according to locals and businesses in Kiên Giang Province, several SB ships are deliberately labelled as sea ferry, which also misleads people and transport passengers.

Nguyễn Ngọc Thới, head of Thạnh Thới Co Ltd, which offers sea transport services in the Mekong Delta province, said companies that want to carry passengers should build passenger ships instead of using SB cargo ships.

“It’s very dangerous for passengers to travel by this type of ship because it is not designed to carry people,” he said.

Vũ Xuân Huyền, head of Bình An Transport Service Co Ltd, said authorised agencies were submitted to conduct inspections to ensure the safety of passengers and the rights of companies that provide passenger transport services in the province.

Responding to these allegations, Vũ Thanh Hải, director of Kiên Giang Port Authority, said his agency would quickly put a team in place to inspect and correct the situation, and ensure that both passengers and local businesses are protected.

Harsh penalty on private clinic violators: Minister

Health Minister Nguyen Thi Kim Tien yesterday ordered local departments of health to enhance inspection of private clinics to ensure the quality of healthcare.

In addition, the health minister asked local health departments to issue harsh penalties on those which runs afoul of treatment regulations.

The departments of health must publicize lists of certified private clinics and its specific scope of activities, lists of practitioners on its websites so that people can have more information of all clinics before coming there for treatment, ensure that all medical workers must have practicing certificates.

Inspectors will impose heavy administrative fines, revoking practicing certificates, business license or suspending peration of clinics that violate healthcare regulations ruled by the healthcare law.

Moreover, departments of health must publicize violating clinics on its website to deter them from committing again.

Inspectors should regularly pay unscheduled visits to private clinics to check posters, leaflets and procedures.

At present, the country has 206 private infirmaries and over 30,000 doctor rooms. Theses private facilities provide healthcare treatment services helping to reduce pressure on big hospitals.

Nevertheless, the Ministry discovered several private institutions violated the regulation such as they hired foreign medical workers without practicing certificate, or they provide health service without permission or collect higher fee.

Prices of bid-winning drugs higher than normal

The Social Insurance Company in the central province of Binh Dinh discovered that prices of 126 bid-winning drugs are higher than in other provinces.

Prices of some of them are 10 percent higher than in other provinces, and some even are 40 percent higher.

The Vietnam Social Insurance Company has asked its sub-division in Binh Dinh to liaise with the Department of Health to adjust prices of bid-winning medicines at same level with other provinces.

As per the report of Social Insurance Company in Binh Dinh, in June, director of the Department of Health approved the result of drug provider selection after large procurement tenders for all medicine.

Moreover, as per the procurement plan, generic drugs will be supplied to medical clinics in the province from the second quarter of 2017 to end of the first quarter of 2018.

Nevertheless, through checking, the local insurance company has discovered prices of bid-winning medicine are sharply higher than in other provinces.

The Department of Health in BInh Dinh Province answered that the provincial People’s Committee has set up an unit to supervise bidding procedure. The departments of Finance, Investment and Planning, and even the local Social Insurance Company all partook in the bidding procedures.

Director of the Department of Health Le Quang Hung said that the local Social Insurance Company has checked and compared prices of bid-winning medicines with one pharmaceutical company six months ago.

Of 126 bid-winning medicines, prices of 124 of them are based on the preference prices on the Vietnam Social Insurance Company’s website.

Moreover, before inviting tenders, the local authorities has had price index of drugs and prices of bid-winning drugs are 22 percent lower than the index.

Mr. Hung added the Department of Health has submitted a document to the People’s Committee explaining the matter.

Before, the Department of Health has sent its written document on extraordinary hike of bid-winning medicines to 18 contractors asking to reduce the prices.

At present, seven contractors agreed to cut the prices of 40/95 items from 2 - 37 percent while eight others disagree to lower the price. Three other contractors have not answered in written document to the Department.

Woman in HCMC dies of seasonal flu

The Preventive Medicine Center in Ho Chi Minh City yesterday said that a 38 year old woman in Tan Phu District died of seasonal flu.

Through investigation, medical workers said that three her family members have not been vaccinated against seasonal flu yet.

Returning the house after a tour, the woman experienced signs of flu such as high fever and breathing problem. She was hospitalized when her lung was affected and her white blood cell count was low. She died later soon.

Her husband and daughter also experienced fever and cough. Their samples were sent to Pasteur Institute for testing. Results showed that the female died of seasonal flu and her husband and daughter are infected with the same flu virus.

The municipal Preventive Medicine Center carried out preventative measures. This is the first outbreak of season flu in the city with one death.

Accordingly the city’s Preventive Medicine Center warned people especially those with chronic diseases to immunize vaccine against flu annually.

In addition, they should keep personal hygiene such as covering their mouth when sneezing or coughing, washing their hands with soap after sneezing or coughing or after taking care of ill people.

When they experience flu symptoms, they should go to nearby medical clinics for timely treatment.

Five finalists reach last round of AIC

The Aquaculture Innovation Challenge, a competition designed to encourage innovation in Vietnam’s aquaculture sector, has named five finalists for its 2017 awards, which include a minimum cash prize of VND 250 million ($11,000).

Sustainable preservation targeted for My Son World Cultural Heritage

The ebb and flow of history, severe weather and damage from war during the past have seriously damaged the UNESCO-recognised My Son Sanctuary, posing the need for the protection and preservation of the World Cultural Heritage Site in a sustainable manner.

The My Son relics in the central province of Quang Nam covers a total area of nearly 11.6 million m2, surrounded by a closed mountain circle.

Its temples and towers which were built on low lying hills are likened to "red torches" among the green of surrounding trees and mountains. The core of the complex consists of 320 ha and 1,158 ha of forest with many species of rare animals and plants which are strictly protected. With its specific cultural values the My Son relic was recognised as a World Cultural Heritage in 1999.

According to experts, My Son was built in the 4th century and developed between the 7th and 13th centuries. The monument is the richest and most diverse architectural complex of the Cham people, with over 70 temples and a number of large inscriptions dating back many centuries ago.

Currently, there are only around 20 temples remaining in My Son. The temples here soar into the sky, symbolising greatness and purity, and are built of bricks with delicate techniques.

My Son temple is arranged with the main temple placed in the middle, representing Mount Ménu, the centre of the universe where the gods reign, consisting of three parts (base, body and roof). The tower’s base is square or cross shaped, symbolising the secular world; around the base are decorations with motifs of animal figures, kala or makala-face prayers, dancers and musicians.

The ebb and flow of history, the harshness of the weather and damage caused by wars has made My Son relics seriously degraded.

To preserve the unique cultural characteristics of the Cham people, the State has carried out restoration and conservation of the sanctuary. In 2008, the Prime Minister approved a planning project to preserve and promote the value of My Son relic area during the 2008-2020 period, with a total planning area of 11,160 ha.

The project aims to preserve the monument in a sustainable and long-term manner, commensurate with My Son values and suitable with the natural-social environment. Accordingly, the project is divided into two phases: Phase 1 from 2010 to 2016, focusing on scientific document development, thoroughly resolving any mines or toxic chemicals left over in the area, improving infrastructure, and restoring indigenous forests in order to increase the value of the monument; Phase 2, from 2016-2020, focusing on restoring some temples with a high risk of collapse.

In addition to the restoration activities, My Son Relics Management Board has also determined that the protection of the forest is one of the most important tasks. The forested area surrounding the My Son Sanctuary mainly belongs to the communes of Duy Phu, Duy Hoa, Duy Son and a part of Que Trung commune in Nong Son district.

As hunting and deforestation have increased, forest resources and biodiversity have declined. In the face of this challenge, My Son management board has established a security team to protect forests and invest in equipment and tools dedicated to forest fire prevention and control.

The unit has also organised dozens of kilometres of green runways to prevent forest fires. In addition, they have also deployed forces to track down wildlife hunters and demolish traps in the forest.

Forest development and the conservation of valuable gene sources are also of concern to the management board. Specifically, they have organised planting activities for indigenous species to develop forests according to the criteria of special-use forests and embellishing the landscape of historical relics.

Endangered species are also protected and developed; along with that is the return of wildlife species such as wild boars, chickens, monkeys and birds.

To effectively and sustainably improve forest management and protection, the Management Board of My Son Relics have proposed a number of solutions to consolidate the whole system of guard stations and forest patrol teams; develop plans for forest protection and management, reduce deforestation and prevent and fight against forest fires; make a map of natural forest patrol routes; and promote the dissemination of information to raise people's awareness on environmental protection and the effective management of forest resources.

With the aim of preserving the site in a sustainable and long-term manner, commensurate with its values and in line with the natural and social environment, Quang Nam People's Committee will organise the reproduction of ancient festivals by Cham people in My Son Sanctuary; at the same time, giving the top priority to preserve intact the historical, cultural, scientific and traditional values of the monument, whilst strengthening information campaigns to promote the historical significance of My Son.

In particular, local authorities prohibit motorised vehicles with emissions from entering the centre of the My Son World Cultural Heritage, with visitors walking or traveling by electric trams. These activities are expected to promote the heritage’s values through tourism and services, thus generating incomes to contribute to the long-term management, protection and embellishment works.
