Land-use violations involving 2,000 ha reported

Land-use violations involving 2,000 ha were uncovered in the last nine months, the Government Inspectorate reported yesterday, Oct 13.

Government Inspector General Huynh Thanh Phong said the office would continue to implement the Prime Minister's direction on making public the results of land-use inspections.

Since the beginning of this year, the office has made public the results of 18 company inspections and said it would complete a further 13 on groups such as Song Da Group, PetrolVietnam and Viettel in the remaining months of this year.

In addition, 11 institutions will also be inspected, including Viet Nam Development Bank and Viet Nam National Shipping Lines, in addition to construction of the HCM City-based National University.

More than 20,600 people have made complaints to the Central Party Committee's offices in Ha Noi and HCM City this year, 29 per cent lower than during the same period last year.

Buffalo flees from Hanoi restaurant, gores man

A buffalo that was about to be butchered in a Hanoi restaurant escaped and butted several people on the street Wednesday morning, seriously injuring a 64-year-old man, and eluded capture for hours.

According to witnesses, at around 7.30am Loc Vung restaurant in Long Bien District’s Ngoc Thuy ward tried to kill the animal when it got enraged, snapped the rope, and ran into nearby Ngoc Thuy market where it butted one the man.

Le Ha Noi had to have three stitches on his head and has multiple injuries on his body, arms, and legs.

The buffalo then ran into a cloth shop and out again, butting more people on the street.
“I was standing near the post office when I saw the buffalo Tuan, a witness, said.

“Luckily I ran quickly. It also ran into a café and many residential areas before running towards Gia Lam station.”

At 9.30 am police officers and some youths corralled the animal into an empty piece of land in Tuong Thanh ward. But despite their best efforts they could not capture the animal.

One and half an hours later the animal started to gallop towards the railroad tracks running into the city center. Hundreds of local people and bystanders had joined the chase by then.

The buffalo ran up Chuong Duong Bridge by noon, causing panic and blocking traffic.

At 12.15 Sergeant Major Nguyen Dang Hau from traffic police team No.5 and Le Van Cao, a xe om driver, managed to catch the animal and tie it up.

Police officers then killed it and took it to their office.
Noi was taken to Viet Duc hospital.

Le Hong Linh, his daughter, said: “I was at the market when I saw the buffalo run into my father. It tossed him in the air, causing his head to slam into the ground. Then it trampled him.”

Young businessmen applauded for socio-economic contribution

Prime Minister Nguyen Tan Dung yesterday praised businesspeople for their role in the economy as well as their active contributions to social activities while facing difficulties due to the financial crisis and global economic recession.

Speaking with 50 prominent young business leaders on the occasion of Viet Nam Entrepreneur Day, Dung said the Government, ministries and agencies had taken drastic measures to remove obstacles that had arisen due to the crisis.

The Government would continue creating favourable conditions for enterprises to develop their business and production, including the completion of a legal framework and the creation of an equal competitive environment so that they could contribute more to national construction, he said.

Dung said he wished businesspeople, especially young entrepreneurs, would continue to improve their product quality, productivity and competitiveness in the domestic market and further their development in investments abroad.

A representative of the young leaders affirmed to the Prime Minister that they would promote their activities and creativity, and take the opportunity to join hands with the whole country to successfully implement Government Resolution 11 which is focused on curbing inflation, stabilising the macro-economy and ensuring social security.

The 50 leaders represented 200 young businesspeople who received the 2011 Viet Nam Golden Star Award granted by the Viet Nam Young Businessman Association and the Viet Nam Youth Union – a prestigious award to honour outstanding Vietnamese enterprises.

Robbers lock woman in ATM booth to steal motorbike

A woman was held captive in an ATM booth by two men while two of their accomplices stole her motorbike in a busy area in Ho Chi Minh City in broad daylight Wednesday.

The woman who wished to be known only as Thuan, a 33-year-old teacher living in District 7, reported to the police that at 2.10 pm she had driven her colleague’s motorbike to the DongA Bank ATM at the junction of Dien Bien Phu and Nguyen Binh Khiem in District 1.

As she was locking her vehicle in front of the booth, two young men in shabby clothes arrived, one of them with an ATM card in hand.

But since he did not enter the booth and stared at her, she did not go into the booth and sought to leave instead.

At that moment two other young men came on a motorbike.

Feeling reassured, she locked her vehicle again and stepped into the booth. As soon as she got in, the first two held the door shut while the other two easily unlocked her motorbike and drove it away.

Thuan shouted for help but nobody came. She called 113, the emergency police, but they told her to call the local police.

She said she lost VND13 million (US$622) in cash, two motorbike registration papers, and some other things.

A Dan Tri newswire reporter went to the scene later and found the ATM booth did not have a camera or alarm system.

A week ago another motorbike was robbed in daylight here, locals told Dan Tri.

“It is a completely new kind of motorbike robbery and we will send a task force to the area to investigate and hunt for the culprits,” an official at the HCMC Social Crime Investigation Police Department told the newswire.

Heroic teenager gets posthumous medal

Vice president Nguyen Thi Doan yesterday, Oct 13, signed a decision to award a posthumous bravery medal to Tran Van Nguyen, of Binh Chanh Secondary School in Quang Ngai Province, who died on September 11 after saving a sixth-grade boy from drowning.

Three years ago, the then 14-year-old had saved two other teenagers after they were swept away in rushing rivers.

Doctors admit causing girl’s death

A medical team of Nguyen Dinh Chieu General Hospital in Ben Tre Province has admitted irresponsibility that lead to the death of a 17-year-old girl last week.

At the meeting held by the hospital to review the death of Vo Nhu Hao from Giong Trom District, Dr. Truong Thi Dung, head of the Internal Medicine Department, and a nurse admitted that they had been irresponsible and caused Hao’s death.

They said they would accept any punishment from the hospital’s management board, said Dr. Pham Van Tuan, deputy director of the hospital.

According to an initial investigation of the hospital, Hao died due to an anaphylactic shock after injection.

But Tuan said the hospital was still waiting for the forensic result for a definite conclusion.

Hao’s mother Nguyen Thi Thuy had reported to the hospital’s management board about what had happened after Hao’s hospitalization.

As her daughter was suffering from hard breathing and fatigue, Thuy rushed her to Dung’s office and asked the doctor for help but Dung refused.

A moment later, the mother came back to the office and pleaded with Dung to examine Hao as her condition had worsened.

After examining the patient, Dung told Thuy, “Just hypocalcaemia, so no problem” and returned to the office, but Hao remained in critical conditions.

After a while, Thuy asked Dung to re-examine Hao again but she refused. Thuy thus had to carry Hao on her back to Dung’s office, imploring her to save Hao.

Dung then told Thuy to wait.

When a nurse was about to give Hao an injection, Thuy told the nurse that a doctor at the Tam Duc clinic where Hao was examined previously, warned that no injection should be given to Hao in her current conditions.

But the nurse ignored Thuy’s warning and just a short moment after Hao received the injection, she died.

At the meeting, Dung rejected Thuy’s complaint that Thuy had to carry her daughter on her back to her office.

Tuan said there would be another meeting to clarify all of Thuy’s complaints.

Taiwanese businesses support AO victims

The Taiwanese business community in Viet Nam has offered VND810 million (US$39,000) to Viet Nam News Agency's fund for Agent Orange victims.

The amount, contributed by 230 Taiwanese businessmen who played in a charity golf tournament in HCM City's Thu Duc Course, will be used to build 27 houses for families of AO victims. The houses will be built in HCM City's Cu Chi District and the southern provinces including Dong Nai, Binh Duong, Tay Ninh, Long An, and Kien Giang.

Phone numbers used for illegal ads cut

The Ha Noi Department of Information and Communications on Wednesday ordered telecommunications service providers to suspend 100 new phone numbers found on illegal street advertisements.

The illegal ads were found either painted or glued to walls and electricity poles.

More than 1,600 phone numbers have been cancelled for this reason since June.

Hue police seize tiger smuggling bus

Police in the central province of Thua Thien-Hue last Wednesday evening discovered a dead female tiger and male tiger’s penis inside a Styrofoam box on a passenger bus.

At 8.30pm on Tuesday, police stopped this 46-seat bus travelling from Ho Chi Minh City to Hanoi on National Road 1A in Phu Loc town and found a suspicious Styrofoam box.

They then discovered a 20-kilo dead tiger and a 2-kilo penis kept frozen inside.

All passengers on the bus were moved to another one to continue their journey.

Driver Le Ngoc Minh (40) hailing from Gia Lai province admitted to his smuggling on request.

Police have detained the driver, the bus and the exhibits, filed reports on the case and will investigate further.

Two labour export companies fined

The Administration of Overseas Labour under the Ministry of Labour, Invalids and Social Affairs yesterday issued fines to two labour export companies for breaking the Labour Code. Van Hoa H.A.I P.H.O.N.G Ltd. Co and Thanh Hoa (Leesco) Jsc faced fines of VND12.5million ($590) each for failing to register their labour supply contracts with the authorities. Leesco would also be required to pay an additional fine of VND20million ($950) for illegally charging 21 workers for brokerage fees.

Vietnam attends regional drug forum

A Vietnamese delegation led by Hoang Anh Tuyen, Deputy Head of the Standing Office for Crime and Drug Control, attended the 32nd Meeting of ASEAN Senior Officials on Drug Matters (ASOD) in Vientiane, Laos, from October 11-13. 

Speaking at the meeting, Tuyen presented Vietnam’s achievements in drug crime prevention and control and proposed many initiatives in this field. 

Apart from upholding internal resources, Vietnam will expand international cooperation in preventing and fighting illegal drugs, especially with ASEAN member countries, to fulfil the commitment of a drug-free ASEAN by 2015. 

Delegates at the meeting reviewed and assessed the implementation of ASOD Action Plan which was approved at previous meetings. 

ASEAN members and their partners, including the Republic of Korea, China and Japan, have closely coordinated, contributing to improving the efficiency of the battle against drug crime in the region, the meeting was told. 

Delegates also agreed to increase exchange of information and professional skills and support each other in equipment supply.

Chairman of the Lao National Committee for Drug Control and Supervision Soubanh Srithirath called on concerned countries to enhance cooperation and recognise all commitments and ASOD targets. 

The event drew the participation of over 100 delegates from ASEAN member countries, UN organisations and partners.

Ha Tinh corrupt rangers scolded, to be transferred

After Tuoi Tre blew the whistle on corruption by forest rangers last month, four officers and two drivers in Ha Tinh Province have been disciplined for taking VND250,000 (US$12) from the driver of a truck carrying timber.

The local forestry protection sub-department’s disciplinary council had met yesterday and decided to take action against Nguyen Tong Phuong, Doan Ngoc Loi, Phan Viet Hoang, and Nguyen Van Chien, Nguyen Huy Loi, head of the sub-department and deputy director of the Department of Agriculture and Rural Development, told Tuoi Tre.

The first two had been given a warning and the others a reprimand, he said.

Sub-department drivers Nguyen Quang Hung and Nguyen Van Quang had also been reprimanded, he said, adding all six would be transferred soon.

The six men admitted to the council they had taken a bribe from the truck driver on July 31 as reported by Tuoi Tre.

While on duty on a bypass off Ha Tinh city, a patrol team including the six stopped a truck for examination, and, though all its papers were in order, demanded VND250,000 from the driver.

This was one of the corrupt acts Tuoi Tre had reported in a story on bribery by forest rangers in central provinces.

39 die of dengue fever in Vietnam

More than 45,000 people in Vietnam have contracted dengue fever and 39 have died in the past 9 months, the Ministry of Health reported.

Deputy head of the ministry’s Preventive Health Department Nguyen Thanh Duong released the figures at a press conference held by the Ho Chi Minh City Pasteur Institute yesterday.

Duong said most of the patients and deaths were in southern provinces and cities.

Last year, the number of patients was over 83,700 and the dead toll was 62, he said.

From the beginning of this year to October 10, over 8,700 people in HCMC contracted dengue fever and 7 of them died.

The conference also heard a report on the use of a new vaccine, Chimerix Yellow Fever Dengue (CYD14), which was prepared by France’s Sanofi Pasteur Inc. and is being used clinically in Vietnam on a pilot basis to constrain dengue fever.

Dr. Tran Ngoc Huu, head of the HCMC Pasteur Institute, said about 600 children had been inoculated with the new vaccine since last month.

The pilot vaccination program will last until August 2016, he said.

Hanoi lake area to become pedestrians-only

People will be able to walk and shop around Hanoi’s Hoan Kiem Lake during weekends without having to dodge traffic, the city Department of Transport has said.

Vehicles would be banned on streets like Dong Xuan, Hang Ngang, Hang Dao, and Trang Tien on Friday, Saturday, and Sunday, Nguyen Xuan Tan, the department’s deputy head, said Tuesday.

The department is set to get approval from the people committee’s this month.

Hanoi was following other famous tourist destinations around the world in doing this, newswire VnExpress quoted Lieutenant General Nguyen Duc Nhanh, head of the city police, as saying.

“Hoan Kiem Lake, in my opinion, is the capital’s treasure. [It] should be part of a walking route so tourists can appreciate the capital’s sceneries.”

Currently a one-kilometer stretch of Hang Dao, Hang Ngang, Hang Duong, and Dong Xuan Streets are closed to vehicles on weekend nights. But it sometimes become chaotic due to the massive crowds that turn up.
