Those 445 workers were from the International Manpower Supply and Trade Company (SONA) under the Ministry of Labour, Invalids and Social Affairs (MOLISA).
Nguyen Van Tao, from MOLISA's Department for Overseas Labour Management, said five flights carrying labourers have reached Noi Bai airport, adding that three more ones from Thailand, Qatar, and Egypt are expected to arrive in Vietnam in the evening.
the department said 845 Vietnamese labourers in Libya have been brought home safely so far and it will update information about flights bringing workers back to Vietnam.
Man arrested for distributing anti-government documents
The HCM City Police's Investigation Agency on Saturday arrested Nguyen Dan Que for keeping and distributing documents calling for the overthrow of the Government.
The agency said yesterday it had received information on Que's actions from members of the public. A check at Que's home revealed more than 60,000 documentary titles of anti-State content on his computer. The police seized many documents related to Que's anti-Government activities, including one entitled "Doctor Nguyen Dan Que's appeal to all people", which called on the public to rise up against the Government.
Police said Que admitted possession of documents that he had compiled on Thursday. He also admitted to having distributed them to a number of reactionary and hostile elements in the country and abroad with the aim to call for strikes to bring down the regime, police said.
Que, who was born in 1942, with a permanent residence at 104/20 Nguyen Trai Street, Ward 3, District 5, HCM City, had three previous convictions and offences for violating national security, the investigating agency said. Although the Party and State had shown clemency to him in the past, Que had failed to continue his anti-Government activities.
The agency affirmed that the search of Que's home and his arrest were conducted in line with the national Criminal Procedure Code. The agency was holding Que in custody for further investigations in line with the law.
The agency said Que's action directly threatened the stability and strength of the people's administration. The detection, prevention and dealing with Que's violation of the law was necessary to ensure political stability for socio-economic development of HCM City.
Quang Tri strives to create 47,500 jobs
The central province of Quang Tri hopes to create jobs for 47,500 workers by 2015 through socio-economic development programmes.
The locality will maintain an unemployment rate below 4.2 percent.
To gain these set goals, Quang Tri will continue pushing projects to solve unemployment in the province and neighbouring localities and promote labour exports.
In addition, surveys and statistics will be collected to update changes in supply and demand, then adjust and train human resources accordingly. The province will particularly give priority to ethnic minority groups.
Hospital for HIV/AIDS patients opens in Hanoi
A hospital for those living with HIV/AIDS officially opened in Tan Trieu commune in Hanoi’s outlying district of Thanh Tri on February 25.
The hospital, officially known as Hospital 09, consists of 10 specialised wards and four functioning rooms, providing up to 200 patient beds.
It provides check-up and treatment for HIV carriers together with care for AIDS patients in Hanoi.
The hospital is also tasked to cooperate with organisations and individuals in and outside the country to conduct scientific research related to HIV/AIDS diagnosis, care and treatment.
Cuba to enhance scientific cooperation with Vietnam
A Vietnamese delegation led by Deputy Minister of Science and Technology Nguyen Van Lang, also head of the Hoa Lac Hi-tech Park's Management Board has paid a visit to Cuba.
During his time in the country, Lang held a working session with Cuban Vice Minister of Science, Technology and Environment Lina Rodriguez to share experiences in building, managing and developing hi-tech industrial parks.
Cuba praised Vietnam’s achievements in applying modern scientific and technological methods for economic growth and pledged to strengthen cooperation with Vietnam in the field.
On the same day, Lang also worked with the Cuban Ministry of Agriculture to discuss measures for boosting cooperation in agricultural production and commercial plantations of cashew nuts, tea, coffee and cacao. Vietnam has committed to help Cuba develop cashew nut production.
The Vietnamese delegation also visited the Biological Pharmaceutical Laboratories of Cuba, Labiofam.
Team assembled to monitor illegal exploitation of coal
Ha Long City's People's Committee established an inspection team to monitor the illegal exploitation of coal in the city's Cao Xanh Ward, vice chairman of the committee Vu Van Hop said.
According to complaints from local residents, illegal coal mining has caused cracks in the walls of more than 30 houses in the area.
"We have tried to curb the situation, punish coal thieves and have asked local residents to repair their houses as soon as possible," Hop said.
"Coal thieves are liable to face VND50 million (US$2,400) in fines," he said.
Pham Van Cuong said his two-storey house has two substantial cracks in its foundation. He said he is concerned that his house may collapse when all of his family members are sleeping.
Pham Van Mong, head of the residential area, said "sometimes when we were eating in our house; suddenly we heard an explosion... and our family ran out of the house for fear that it might collapse.
"We expect to receive support from local agencies as soon as possible," Mong said.
Dao Xuan Dan, chairman of the Ha Long City People's Committee, said the committee would provide appropriate solutions for affected residents and would stabilise the situation soon.
Previously, Quang Ninh Province People's Committee issued an official document ordering the Ha Long City People's Committee to inspect illegal mining operations in Cao Xanh Ward on Wednesday.
The city People's Committee is required to implement the order and report to the provincial People's Committee before March 10.
Statistics from the provincial People's Committee show that local police and authorised agencies have investigated 70 cases involving illegal transportation and trading of coal, razed 103 illegal coal-exploiting stations and seized 3,573 tonnes of coal this month.
Illegal coal exploitation has occured in nine of the 20 wards citywide.
Mourners gather for veteran journalist
A memorial service was held yesterday at Ha Noi's Friendship Hospital for Journalist Tran Lam, one of the founders of Viet Nam's radio-television sector after the August Revolution in 1945, who died on February 24. He was 90.
Prime Minister Nguyen Tan Dung, Politburo member and permanent member of the Party Central Committee (PCC)'s Secretariat Truong Tan Sang and Deputy Prime Minister Nguyen Thien Nhan came to offer condolences to Lam's family at the funeral house.
Hundreds of delegations and representatives of international organisations were among mourners.
At the funeral service, Prime Minister Nguyen Tan Dung described Tran Lam as a revolutionary veteran, a loyal Party member and a talented journalist of the Vietnamese Party, State and people.
While delivering a funeral oration, Deputy Prime Minister Nguyen Thien Nhan said after 65 years as a revolutionary journalist, Tran Lam deserved to be honoured for his sacrifices and dedication as a leader and an excellent journalist and for contributing to the contry's radio and television sector in particular and its revolutionary press in general.
Lam, whose real name is Tran Quang Van, was born January 5, 1922. He was a former member of the Central Committee of the 4th and 5th Viet Nam Communist Party, former chairman of the Viet Nam Radio-Television Board, former Editor-in-Chief of the Voice of Viet Nam and former deputy chairman of the Viet Nam Journalist Association.
He was awarded the First-class Independence Order, First-class Resistance War Order, the Insigne of 60 years of Party Membership and other high honours.
Tran Lam's final resting place is the Mai Dich Cemetery.
Reliable Bach Mai Hospital receives the first-class Independence Order
The Bach Mai General Hospital was awarded a first-class Independence Order for the second time on the occasion of Physicians' Day (February 27).
At the ceremony on Saturday, Politburo Member and Permanent Member of the Party Central Committee's Secretariat Truong Tan Sang praised the work of the hospital's medical staff.
"Bach Mai medical staff have always provided reliable treatment to meet the health needs of the people," Sang said.
He added that the Party and Government placed great importance on the health of the population.
To achieve the country's health goals, the Government and the country's medical staff would have to work hard, Sang said.
Bach Mai, which was founded in 1911, is the biggest hospital in Viet Nam. It has more than 2,000 members of staff and 1,900 beds. Last year, 700,000 people received treatment, of which 100,000 were in-patients.
Hospital doctors use the latest medical techniques to treat diseases such as SARS and influenza.
The mortality rate at the hospital has fallen from 0.9 per cent in 2000 to 0.48 per cent in 2010.
Meanwhile, the number of people seeking treatment in that period has tripled.
The same day, the HCM City Pediatrics Hospital No. 2 opened a hematology-oncology department.
"The department will help ease the current overload at cancer hospitals but also improve healthcare for children with cancer," said Dr. Ha Manh Tuan, director of the hospital.
The new department will help in the early detection of childhood cancer, with only 20 per cent of patients being diagnosed at an early stage, Tuan said.
Around 150 patients at the hospital are diagnosed with cancer every year.
Only two hospitals in the city have pediatric oncology departments, the Oncology Hospital and the Blood Transfusion and Hematology Hospital.
No pediatrics hospital in the city has an oncology department, he said.
Every year nearly 1,500 children with cancer receive treatment at the HCM City Oncology Hospital, he added.
The new hospital department, which has 14 rooms and 80 beds, was upgraded at a cost of VND2 billion (US$95,000), funded by the Duc Thanh Wood Processing Joint-Stock Company.
