Doctors reconnect amputated hand
Doctors from Thong Nhat General Hospital successfully reconnected the left hand of a 20-year-old man in a 10-hour surgery yesterday, March 28, in southern Dong Nai Province.
The man was taken to the hospital on Tuesday night after his left hand was cut off by a scimitar in a fight. The hand was frozen in ice for five hours prior to arrival at the hospital.
The patient can already move the hand slightly.
Nguyen Tuong Quang, head of the hospital's Orthopaedic and Trauma Department said that surgery could have failed if the patient was brought to the hospital much later due to blood loss and long-term separation of the hand. Vietnam attends Carnival Blois in France

With the theme of “Vietnam Spring”, the Vietnamese participants performed dragon dances popular during tradition Tet festival in Vietnam , helping international friends, including French citizens, to feel Vietnam ’s spring atmosphere and experience a traditional Tet atmosphere.
Held in spring, the Carnival Blois 2012 is a major event of Blois city, about 250 km south of Paris , promoting the city’s tourism and attracting tourists.
This year’s festival also drew the participation of art troupes from around France.
HFM disease spreads across the country
Hand-foot-mouth (HFM) disease has occurred in all provinces and cities across the country with a total of 18,000 cases, including 14 fatal ones.
The Ministry of Health on March 28 reported that each week sees an additional number of 1,900-2,000 HFM cases, equal to the figure recorded in high season last year.
Next week, Minister of Health Nguyen Thi Kim Tien will lead a delegation to inspect preventive activities in An Giang and Dong Thap provinces which have the highest numbers of fatal cases caused by the epidemic.
Earlier, another delegation led by deputy Minister of Health Nguyen Thanh Long made a fact-finding tour of Ho Chi Minh City and Binh Duong province.
Japanese retailer funds primary school
A primary school built with funding from Japanese retailer Aeon Group opened on Tuesday in central Thua Thien Hue province's Quang Dien District.
Quang Loi Primary School, also called Aeon Cherry School, is the first of 10 schools to be built in the province with Aeon's assistance this year, following 10 others last year.
A further 10 will open next year.
Under an agreement signed between the Japanese group and the central province in 2010, Aeon will provide US$2.7 million for the 30 primary schools and $300,000 for an afforestation project.
Vietnam, Cambodia cooperate in combating financial crime
Vietnam and Cambodia have signed a memorandum of understanding (MoU) on preventing money laundering and terrorism financing.
The MoU was reached between the Governor of the State Bank of Vietnam, Nguyen Van Binh, and the Governor of the National Bank of Cambodia, Chea Chanto, in Phnom Penh on March 28.
Accordingly, the two countries will promote the exchange of information between their relevant agencies to investigate and deal with financial crimes relating to money laundering and terrorism financing.
Vietnam also pledged to assist Cambodia with personnel training in the finance-banking sector.
Thanks to rapid and sustainable growth in recent years, Cambodia has emerged as an attractive investment destination in the region. At present, the country has more than 30 foreign banks registering for business operations, including five from Vietnam.
Hanoi and Beijing youth bolster ties
The Hanoi chapter of the Ho Chi Minh Communist Youth Union and the Chinese Communist Youth League (CCYL) Beijing Committee have discussed ways to promote cultural and communist youth cadre exchanges, conduct joint youth-related research and establish effective bilateral cooperative mechanisms for the 2011-2014 period.
The discussion was held following talks between Vice Secretary of the Hanoi chapter of the HCMCYU Nguyen Thi Nga and Deputy Secretary of the CCYL Beijing Committee Yang Lixian, in Hanoi on March 28.
The CCYL Beijing Committee proposed to coordinate with the Hanoi chapter to facilitate youth creativity and youth-run businesses.
The Hanoi chapter invited the CCYL Beijing Committee to become involved in the friendship meeting between Hanoi and Beijing youths slated for November this year and the 14th Congress of the HCMCYU Hanoi chapter in October this year.
At the talks, the two sides informed each other about their organisational apparatus and shared experiences in youth activities.
Hanoi introduced its model of voluntary youths in traffic management and environmental protection with 1,000 voluntary students keeping watch at traffic intersections during rush hour and a team of volunteers setting out to eradicate illegal advertisements at hotspots in Hanoi on Saturdays.
The Beijing Committee gave a detailed description of the legitimate rights and privileges of the city’s youth, especially educational and developmental rights.
The Beijing Committee said it has established a council to prevent crimes among youth and help youths who had committed crimes.
It also opened a hotline with more than 1,200 psychologists, legal experts and professional students, to consult and detect pressing youth issues.
Memorial to Vietnam-Laos solidarity in Son La
Work has completed on the upgrade of a memorial to Regiment 83 of Vietnamese volunteer soldiers in Laos in the northern mountainous province of Son La.
The memorial is located on 1,300 sq. m. in Ang village, Dong Sang commune, Moc Chau district where the Regiment was stationed 46 years ago.
The Regiment gained much recognition for supporting the Laos army forces during the war in Laos and has also been awarded the title of “People’s Armed Forces Hero” twice.
The memorial, which is classed as a historical, cultural relic by the Son La provincial People’s Committee, is a tourist attraction that will help the younger generations learn more about their nation’s history and its previous revolutionary traditions.
