A meeting on measures against noise pollution in HCM City was held on March 9, chaired by Vice Chairman Vo Van Hoan.

Hoan said that noise pollution had become an urgent problem in the city recently. The vice president said that shops compete by using speakers, causing noise pollution.

"It is impossible to accept residential areas, restaurants, shops and others to use such high-powered loudspeakers, affecting the people," Hoan said.

According to the city Department of Natural Resources and Environment, noise arises from many sources: karaoke parlors that are not soundproofed well, shops selling audio devices, entertainment venues, vendors, restaurants, portable speakers in public places, and those who sing karaoke at home.

The Department of Natural Resources and Environment has named four groups of noise polluters:

Group 1: karaoke services, entertainment venues, large-scale services such as discotheques, bars, beer clubs... which are not soundproofed well.

Group 2: sidewalk restaurants using high-powered portable speakers.

Group 3: households equipped with sound systems, speakers, karaoke devices, music players, movie projectors; households hiring bands to serve family events such as weddings, funerals, birthday parties and other forms of celebration activities.

Group 4: types of business that use advertising speakers (at supermarkets, markets, photocopy shops, advertising spots...), public places (parks, churches, pagodas...).

According to the Department of Natural Resources and Environment, in 2019-2020, the city sanctioned 141 cases of noise pollution violations in 17 districts, collecting over VND818 million ($40,000).

The agency will deal with noise pollution in two phases. In the first stage, the city will focus on propaganda and dissemination of the law. The second stage will be checking and handling violations.

The city told communes and wards to hand out administrative violations related to noise violations; increase fines; not restrict the time to handle violations; and to adjust regulations on noise and noise frequency measurements.

Previously, in a meeting with chairmen of wards and communes, HCM City Chairman Nguyen Thanh Phong assigned Vice Chairman Vo Van Hoan to direct and handle the noise pollution issue in the city.
