Vietnam prepares financial sources to buy Covid-19 vaccines

The Ministry of Finance said that it has submitted to relevant agencies the financial plan to buy vaccines for mass vaccinations as proposed by the Ministry of Health.

According to the Ministry of Finance, the Report No.104/TTr-CP dated April 2, 2021 on the plan to use savings and remaining funds of the state budget in 2020, submitted by the Government to the National Assembly Standing Committee, proposed buying Covid-19 vaccines for 75 million people from financial sources of about VND25.2 trillion, including VND21 trillion to buy the vaccines and VND4.2 trillion for vaccine transportation, preservation, distribution, and organization of vaccinations.

The sources from the state budget will be VND16 trillion and VND9.2 trillion from the budget of provinces and cities and contributions from businesses and organizations.

Of VND16 trillion from the central budget, VND13.33 trillion would come from last year’s budget (VND12.1 trillion from savings in 2020 and VND1,237 trillion that the Ministry of Health did not use in 2020) and the rest from the central budget reserve in 2021.

On May 18, 2021, the National Assembly Standing Committee issued Resolution No.1271/NQ-UBTVQH14 on the use of VND12.1 trillion of savings of the state budget in 2020 to buy vaccines.

According to the Ministry of Finance, so far, the central budget has spent more than VND8 trillion to implement policies on epidemic prevention and control.

The Prime Minister on May 26 issued a decision on the establishment of the COVID-19 vaccine fund, named the Fund for Vaccination Prevention of Coronavirus Disease.

The Ministry of Finance has issued a decision on the establishment of a managing board of the Fund.

 

The board is headed by Nguyen Quang Vinh, Deputy General Director of the State Treasury of Vietnam.

The fund is set up to receive, manage, and use voluntary financial and vaccine donations and assistance from domestic and foreign organisations and individuals, along with other legal sources, for the COVID-19 vaccine procurement and import, research and production in the country, and the provision of vaccines for people.

Managed by the Ministry of Finance, the not-for-profit fund will use the mobilised capital resources for right purposes and in line with legal regulations, ensuring publicity, transparency and efficiency. It is subject to the examination, inspection, and auditing by relevant State agencies and to the supervision by the Vietnam Fatherland Front and the community.

The finance ministry said as of June 2 afternoon, the fund had received VND44 billion ($1.91 million) from donors, which was channeled through the State Treasury and the Bank for Investment and Development of Vietnam (BIDV).

Vietnam to have over 120 million COVID-19 vaccine doses in 2021

Vietnam will have more than 120 million COVID-19 vaccine doses in 2021, the Health Ministry announced on June 3.

Besides the AstraZeneca vaccine, Vietnam has negotiated to procure 5 million Moderna doses, 31 million Pfizer doses and 20 million Sputnik V doses.

Specifically, the ministry said June 2 that Russia agreed to provide Vietnam with 20 million doses of its vaccine Sputnik V this year.

In May, US-based Moderna authorised a company to distribute 5 million doses to Vietnam and Ho Chi Minh City asked for permission to purchase this kind of vaccine.

Meanwhile, on May 20, the ministry signed a contract with US-based firm Pfizer, under which 15.5 million doses will be supplied for Vietnam in the third quarter and 15.5 million doses in the fourth quarter of 2021.

At present, Vietnam is using the AstraZeneca vaccine, with 1.1 million doses injected. In October 2020, the ministry negotiated with the British-Swedish company to buy 30 million doses.

Also in the third quarter of 2020, the ministry successfully negotiated to secure 38.9 million doses through the COVAX Facility, of which 881,200 doses were delivered to Vietnam on April 1. The second batch of more than 1.68 million doses arrived in the country on May 16.

Minster of Health Nguyen Thanh Long said that since May, the ministry and relevant ministries and agencies have actively engaged in talks to get access to COVID-19 vaccine sources, and made every effort to secure more vaccines, thus bringing people’s lives to normal.

To ensure finance, the Government and the Prime Minister decided to establish a COVID-19 vaccine fund. To buy 150 million doses to inoculate around 75 million people, the fund needs an estimated 25.2 trillion VND (1.096 billion USD). VNA
