The eighth session will be held in two phases. Phase one is from October 21 to November 13, with phase two from November 20 to the morning of November 30, in which the NA will work four Saturdays.
The total working time during the session is planned to be 29.5 days.
At the session, 15 laws will be considered and approved by the NA, including the amended Law on Notarisation, the amended Law on Trade Unions, the amended Law on Cultural Heritage, the Law on Geology and Minerals, the amended Law on Prevention and Combat of Human Trafficking, and the Law on Fire Prevention and Fighting and Rescue.
The Assembly will also look at the Law on People's Air Defense, the Law on Urban and Rural Planning, the Law on Juvenile Justice, the amended Law on Value Added Tax, the amended Law on Pharmacy, the amended Law on Officers of the Việt Nam People's Army, the amended Law on Health Insurance, and the amended Law on Planning.
Regarding economic and financial matters, the NA will consider the Law on Investment, the Law on Investment under the Public-Private Partnership model and the Law on Bidding, the amended Law on Securities, the Law on Accounting, the Law on Independent Audit and the Law on State Budget, the Law on Management and Use of Public Assets, the Law on Tax Administration, and the Law on National Reserves.
The NA will also review and comment on 13 draft laws, including the Law on Digital Technology Industry, the Law on Data, the amended Law on Electricity, the amended Law on Public Investment, the amended Law on Chemicals, the Law on Teachers, the Law on Management and Investment of State Capital in Enterprises, the amended Law on Special Consumption Tax, the amended Law on Corporate Income Tax, the amended Law on Employment, the amended Law on Supervisory Activities of the NA and People's Councils, the amended Law on Advertising, and the amended Law on Technical Standards and Regulations.
During the session, the NA will consider and decide on socio-economic issues, State budget, supervision and other important issues, specifically assessing the socio-economic development plan implementation results (including a report on the damage situation, the impact level of typhoon Yagi and solutions to overcome its consequences), and central budget allocation plan for next year.
The NA will also consider personnel work under its authority.
It will consider and decide on the establishment of Huế City directly under the Central Government, the investment policy for the National Target Programme on Cultural Development for the 2025-2035 period and for the National Target Programme on Drug Prevention and Control until 2030, if eligible.
In addition, the NA will consider and decide to adjust the investment policy of the Long Thành International Airport Project in Resolution No 94/2015/QH13, the North-South high-speed railway project, the National Land Use Plan for the 2021-2030 period, with a vision to 2050, and the policy of investing State capital at the Joint Stock Commercial Bank for Foreign Trade of Việt Nam, Vietcombank (VCB).
The Central Committee of the Việt Nam Fatherland Front will report on opinions and recommendations of voters and people sent to the eighth session. The NA will conduct questions and answers and decide on other important issues, if any. — VNS
