Kim, who was out in front alone for the last 3km of the 104km stage from the southern province of Binh Duong's Thu Dau Mot town to Ben Tre city, completed the leg in three hours 1.16 minutes, reaching a top speed of 34.424kmph.
Nguyen Thuy Dung of Binh Duong Water Supply-Drainage and Environment, finished second, while South Korea's You Jina came third.
You seized the yellow jersey for the best overall time of 6:00.25 after three stages. Nguyen Thi That of An Giang Plant Protection, who won the second stage on Monday, is in second place overall. Dung is third.
In the running for the green jersey for the most points are You (41 points), Dung (34 points) and That (26 points).
The South Koreans are leading the team race with a combined time of 148:01.57, followed by Binh Duong and Malaysia.
Sixty-five riders from 13 domestic and foreign teams will be competing in the fourth 106km stage from Ben Tre city to Cao Lanh city today.
The 600km tour, which ends on Saturday, carries prize money of VND150 (US$7,140).
