This is the message that Minister of Information and Communications Nguyen Manh Hung emphasized at the 5th Congress of the Vietnam Software and IT Services Association (VINASA). VietNamNet would like to introduce the full text of the speech.

Minister Nguyen Manh Hung: The association should keep its original philosophy, which is the aspiration of being a pioneer in the career of building the prosperous and mighty Vietnam by digital technology, but also take on new missions to contribute to making Vietnam a high-income developed country by 2045 when the new Vietnam is 100 years old.

 

 

The Vietnamese software and IT services business community has grown. We can be proud of this community and their contributions to the country. Vietnam is one of the few countries in the world to have this growth, which is not obtained by accident but thanks to choosing the right strategy, and because Vietnamese people are suitable for IT development in particular and technology in general, thanks to the country's 35 years of innovation, with political stability and development at a high speed over a long period, thanks to the aspirations of IT workers like Mr. Truong Gia Binh and others, and of our IT business community.

The common logic is that if we are weak, we will go behind others. If so, we will always be latecomers. So, the right logic is, we are the weak one, so we have to lead the way. Developed countries exist peacefully in the old, so they will not be interested in the new. Developing countries are poorer and, therefore, are thirsty and adapt faster with the new, with new technology. Only going ahead of developed countries in terms of new things can we hope to change the national ranking. The Fourth Industrial Revolution is a revolution about who dares to take the lead. So, will Vinasa and its business community lead the world in this 4.0 revolution?

For previous revolutions such as mechanization, electrification and automation, the more you buy, the more you use, the more that products are expensive, the richer the manufacturing companies, and the more their technology is developed. For digital technology, it is in contrast. The more it is used, the cheaper it will be, the cost per capita will be as close to 0. For digital technology and digital platform, the more it is used, the more intelligent it will be because there is more data. Users decide more about technology development rather than the creator of the technology. So, do VINASA and its business community have a goal of turning Vietnam into the smartest country in the world? Do VINASA and the business community have a goal of turning Vietnam into the smartest country in the world?

The 13th Party Congress aroused the aspiration of building a prosperous and mighty Vietnam and set the goal of turning Vietnam into a developed country with high income after 25 years. It also pointed out the way to the targets by science, technology and innovation, digital technology and digital transformation (CDS). So will VINASA and its business community take on the responsibility of being the pioneer in doing this great mission?

Vietnam has declared its vision for “Make in Vietnam”, about designing, creating and making products in Vietnam and from here going globally. The Prime Minister will issue the strategy for developing Vietnamese digital businesses. So, what will VINASA do to turn software outsourcing companies into product-making businesses, to solve Vietnamese problems and help Vietnam develop?

The government has kicked off the national digital transformation, announced to go fast and take the lead to change the national ranking, and announced the dual goal of both realizing digital transformation and developing domestic digital technology businesses, announced to increase spending for digital transformation to create markets for businesses, announced to allow testing of new technologies, new models to promote innovation, declared digital transformation as a revolution of the people and a comprehensive revolution to make profound changes in the way the government, businesses and people work towards quality and efficiency. So what will VINASA’s businesses do to become the driving force and nucleus of this transition?

20 years ago, Vinasa was established with the mission of building and creating a new industry of the country. VINASA has grown, has been attached to a development period of the country, and has become a strong social and professional organization with more than 400 member enterprises. That day, President Truong Gia Binh was 45 years old. And today there will be a 45-year-old person receiving the flag from Mr. Binh to continue the jeyrney. That flag does not change, it is the desire for national prosperity by technology, is the desire to conquer the world by technology, is the pioneering spirit. But it will be a new mission, the mission of national digital transformation, the mission of Make In Vietnam, the mission to turn Vietnam into a digital country, the smartest country, the mission to go global to contribute to the development of humanity, the mission of creating big names that have global influence, the mission of building a prosperous and mighty Vietnam so that no enemies dare come to invade, so that Vietnam always has peace.

Vietnam has nurtured our businesses, as the gentle Mother raises her children. It's time to go to the world, conquer the world and bring the world back to Vietnam. A dream of a great country would make great businesses. VINASA and software and IT service enterprises need to have a bigger dream, a bigger aspiration, and that will be the reason for our existence and development in the way ahead.

Many businesses do not see a link between their own profits and serving their homeland. Serving our fatherland for the development of the country, so that businesses will have a larger market, a peaceful environment for doing business, and thus have greater profits. If VINASA's businesses want to continue to develop, the spirit of serving the country must be incorporated into its culture, becoming a philosophy of development. Serving our homeland and then serving humanity.

A new industrial revolution is coming - the 4th Industrial Revolution. Each new industrial revolution will create opportunities for a few countries to rise to become developed countries, but not all. Vietnam must be at the forefront of this revolution to change its rankings, to become a developed country. The pioneers must be enterprises in the IT field, software and IT service enterprises of VINASA. To be at the forefront not only in technology development and technology application, but also in the management of a new type of businesses, innovative businesses.

I wish VINASA to start a new journey after 20 years, but let’s keep the original philosophy of the people who gave birth to it, which is the aspiration of being a pioneer in the career of building the prosperous and mighty Vietnam by digital technology, but also take on new missions to contribute to making Vietnam a high-income developed country by 2045 when the new Vietnam is 100 years old.
