Before being appointed as the SSC Chairwoman, Phuong used to be the Vice Chairwoman and Chief Inspector of the SSC. 

Earlier, Deputy Minister of Finance Nguyen Duc Chi had been in charge of the SSC since May 19, after SSC Chairman Tran Van Dung was disciplined.

Phuong is one of the two SSC Vice Chairs, besides Mr. Pham Hong Son.

According to regulations, the SSC has a Chairman and no more than three Vice-Chairs. The Chairman is responsible to the Minister of Finance and the law for all activities of the SSC. The Vice-Chairs are responsible to the SSC Chair and to the law in the field of work for which they are assigned.

Speaking at the appointment ceremony, Minister Ho Duc Phoc said that after 26 years, Vietnam's stock market has affirmed its role as an effective medium and long-term capital mobilization channel for the economy and businesses. 

He directed the securities sector to make more efforts, striving to realize the motto: "Unity - Proactive - Innovation - Drastic - Effectiveness".
