This was seen clearly in two aspects – improving institutions and discovering and handling embezzlement cases and negative phenomena.
In 2022, the Party Central Committee, Politburo, Secretariat and the Central Steering Committee for Corruption and Negative Phenomena Prevention and Control issued nearly 30 resolutions, directives, conclusions, and regulations on rectifying, preventing and fighting embezzlement and negative phenomena.
These included a plan to establish steering committees for corruption and negative phenomena prevention and control at the provincial level. The policy had a high level of consensus at the 5th Central Conference.
On June 2, 2022, Permanent member of the Party Central Committee's Secretariat Vo Van Thuong signed Regulation No 67 of the Secretariat on the functions, tasks, rights, apparatus, working regime and work relations of the steering committees for corruption and negative phenomena prevention and control of cities and provinces under the central government’s management.
After that, local steering committees were established with provincial Party Committee Secretaries the heads.
The Politburo issued Regulation 69 on disciplining violations made by Party organizations and Party members, with many noteworthy points, such as Article 30 on disciplining Party members who violate the regulation on bribing their way up, and new points dealing with violations in the work of organizations and personnel.
The Politburo also released a conclusion about the arrangement of work for cadres under the control of the Politburo and Secretariat after disciplining. It encouraged cadres who receive warnings and reprimands to voluntarily resign.
The work of discovering and handling embezzlement and negative phenomena has been increasingly effective.
Since the beginning of the 13th tenure, the Party Central Committee, Politburo, Secretariat and the Inspection Commission of the Party Central Committee have disciplined 67 cadres under the control of the Politburo and Secretariat.
These include five ministers and former ministers; seven provincial party committees secretaries and former secretaries; two chairmen and former chairmen of the Vietnam Academy of Social Sciences; 18 Deputy Ministers, former Deputy Ministers and the equivalent; 13 provincial chairs and former chairmen; and four former deputy secretaries of provincial party committees and 20 general officers.
Of these, there were seven members of the Party Central Committee and six former members of the Party Central Committee. Twenty-five cadres under the control of the Politburo and Secretariat have been under criminal proceedings.
Fifteen high-ranking cadres, including four members and former members of the Party Central Committee, who were ministers, former ministers, provincial party committee secretaries, deputy ministers, former deputy ministers and the equivalent, two former provincial chairmen, and five general officers have been prosecuted and investigated.
Total assets worth over VND160 trillion have been seized.
