Dozens of luxury beachfront villas in Xuan Thanh, Ha Tinh were left in ruins after Typhoon Bualoi made landfall. The Ministry of Construction has now issued a directive calling for a full investigation into the cause and potential accountability of all parties involved.

Hoang Hai, Director of the State Authority for Construction Quality Inspection under the Ministry of Construction, signed an official dispatch to the Ha Tinh Department of Construction outlining necessary actions following the collapse of several beachfront villas during Storm Bualoi (Storm No. 10).
The Ministry has requested that Ha Tinh’s Department of Construction review and decide whether to suspend construction or use of all or part of the affected project, depending on the extent and severity of the damage. It also instructed authorities to oversee the resolution of the incident in accordance with Article 45 of Government Decree No. 06.

At the same time, an official inspection must be conducted to determine the cause of the incident and identify any organizational or individual responsibilities, if applicable.
The Ministry also directed the project investor, property owners, facility managers, and other related parties to take the lead in resolving the aftermath and decide whether to proceed with using the project.
As previously reported by VietNamNet, multiple villas at the Hoa Tien Xuan Thanh Resort in Xuan Thanh Tourist Area (Tien Dien commune) were severely damaged or completely collapsed after being struck by massive waves during the typhoon.

Dozens of high-end beachfront villas, each worth millions of dollars, were left in shambles - collapsed walls, exposed foundations, and debris scattered across the sand.
Before the storm, the beachfront villas at Hoa Tien Paradise Resort were marketed as “the Nha Trang of North Central Vietnam” and promoted as “heritage assets for future generations.”
However, Typhoon Bualoi ravaged the area, toppling dozens of villas valued at hundreds of billions of dong. Many villas were completely flattened, with broken walls, collapsed roofs, and foundations lifted from the sand by the force of the storm - leaving onlookers stunned.
The investor quickly deployed machinery to clear the sand and build temporary embankments in the aftermath.
The Hoa Tien Xuan Thanh Resort is developed by Hong Lam Xuan Thanh Joint Stock Company and spans over 121 hectares. It includes more than 560 lots of villas, shop villas, and shophouses. The beachfront villa zone contains 28 units, each spanning hundreds of square meters and including gardens and green spaces.
