On behalf of the three ministries, General Luong Tam Quang, Minister of Public Security, expressed his honor at the presence of the top Party and State leaders, including General Secretary To Lam, President Luong Cuong, and Prime Minister Pham Minh Chinh, at the signing event.

Minister Quang emphasized that throughout different revolutionary stages, under the leadership of the Party and the administration of the State, the relationship between the public security, military, and diplomatic forces has evolved naturally and possesses a “strategic symbiosis.” This cooperation has been key to achieving the goals laid out by the Party.

The minister highlighted that the tremendous victories in Vietnam’s struggle for national liberation and unification, as well as the significant achievements during the 40 years of renewal, bear the imprint of effective, close coordination among these three forces under the Party’s wise and visionary leadership.

In the current revolutionary phase, elevating the cooperation between the Ministry of Public Security, the Ministry of National Defense, and the Ministry of Foreign Affairs has become increasingly urgent. This partnership will generate momentum and new strengths to overcome challenges, turn those challenges into opportunities, and mobilize all domestic and international resources to successfully implement the 14th National Party Congress’s resolution and the Party’s three strategic objectives: peace, stability, and development.

To advance this cooperation to a higher level  -  more cohesive, faster, deeper, stronger, and more effective  -  the three ministries have signed a comprehensive coordination regulation.

The framework covers all areas of collaboration and notably establishes an annual meeting mechanism at the ministerial level to ensure that the trilateral cooperation achieves its highest goals.

Guided by President Ho Chi Minh’s teaching: “Unity, Unity, Great Unity. Success, Success, Great Success,” the signing of this cooperation framework represents a concrete and practical step. It affirms the high determination of the three ministries to contribute meaningfully to the successful implementation of the 14th National Party Congress’s resolution and the Party’s strategic goals.

On the occasion of the 81st founding anniversary of the Vietnam People’s Army and the 36th anniversary of the All-People's National Defense Day, Minister Quang, on behalf of the Ministry of Public Security and the Ministry of Foreign Affairs, extended the warmest congratulations to the Central Military Commission, the Ministry of National Defense, the Party and State leaders, and all military generals, officers, and soldiers.

The minister wished the Vietnam People’s Army continued success in upholding its heroic tradition, honoring its “Determined to Win” military flag, and building a strong all-people national defense. He emphasized the need for a robust linkage between national defense and public security, and a firm people's security posture  -  always united with the public security force and diplomatic service in advancing the Party’s glorious revolutionary cause.
