The draft circular proposes that People's Committees at commune level can decide to establish domestic violence prevention and control groups and promulgate operating regulations of the groups to ensure their legality.

The draft circular clearly states the criteria, quality standards and instruct the implementation supports to activities of the domestic violence prevention and control groups, including:

Ensuring updates and timely implementation of activities to detect and prevent acts of domestic violence and support people suffering from domestic violence; Ensuring the scale and content of activities to be organized scientificaly, easy to understand, easy to absorb and capable of practical application.

Ensuring the groups promptly intervene in 100% of domestic violence cases in the locality on all days including holidays and the new year holiday (Tet); Counseling and providing mediation for people experiencing violence and perpetrators of violence according to the provisions of Article 16 and Article 17 of the Law on Prevention and Control of Domestic Violence.

Ensuring that 100% of group members to be officials from socio-political organizations, who are enthusiastic and responsible at work.

Ensuring that the established group to promulgate the operating regulations of the domestic violence prevention and control group.

Giving guidance on implementing and supporting the activities of the domestic violence prevention and control group;

Group members are selected from the Fatherland Front Working Committees, the Veterans’ Association, the Women's Union, the Youth Union, and village nurses.

The People's Committees at commune level decide to establish domestic violence prevention and control groups and issue regulations on the operation of the domestic violence prevention and control group to ensure legality.

The domestic violence prevention and control group has the following tasks:

Detecting and receiving reports of domestic violence incidents in the locality, quickly intervening to relieve or stop acts of domestic violence that cause or have the potential to cause physical, emotional, mental and economical harm for family members.

Coordinating with the mediation team to organize mediation of domestic conflicts and violence according to the provisions of Article 12 and Article 15 of the Law on Prevention and Control of Domestic Violence.

Directly advising victims of domestic violence and perpetrators of domestic violence on law, psychology, and family conflict resolution skills according to the provisions of Article 16 of the Law on Prevention and Control of Domestic Violence.

Coordinating with community leaders to organize comments and criticism in the community towards those who commit domestic violence according to the provisions of Article 17 of the Law on Prevention and Control of Domestic Violence.

Preparing records and statistical reports on cases and the handling of domestic violence cases for the commune-level steering committees.
