The 21-year-old Vietnamese, racing on loan to the ADC-Vinh Long Television team, will take part in a training course for under-23 athletes culminating in a road-race at the World Cycling Centre in Aigle.
The course begins March 10 and will last three months.
During this time, Tam will have the chance to compete in professional tournaments, gaining valuable experience at a highly competitive level that, it is hoped, will boost his career.
"Tam is invited, thanks to his outstanding performance over the last two years. He won a silver at the Asian tournament for juniors and a SEA Games title last December," said Nguyen Minh Thanh, Vietnamese Cycling Federation general secretary.
"This really is a golden opportunity for Tam to develop his abilities, and there is no reason to refuse the chance," he added.
