
Thuan said outsourcing would save on human resources while helping State agencies focus more on management and the conduct of efficient inspections.
She said the number of taxpayers had increased significantly since the personal income tax law took effect on January 1, 2009, leading to a surge in data volume.
Personal tax return forms fell from 400,000 in 2009 to 265,700 last year.
The tax sector became steadily overloaded because 2010 was the first year to handle PIT returns of 2009, but Vietnamese taxpayers were not accustomed to paying their taxes online, Thuan said.
Although taxpayers had been provided with assistance regarding personal income tax returns, the habit of submitting forms directly to tax offices persisted, Thuan said.
"The online processing of all things related to tax makes life easier for those paying and those dealing with payments," said Nguyen Minh Tien, chief accountant of the Viettronics-Dong Da Company.
The tax department's plan aims to guarantee the interests of taxpayers and the accurate processing of data.
The process of tax declarations and payments will be implemented via a unified network available across the country and taxpayers will be provided with tax declaration software free of charge.
As for the taxation sector, outsourcing will help ensure the capability of staff dealing with data while reducing training, administration, facilities and information technology costs.
Tax return data and income statements are set to undergo conversion via a personal income tax management application system.
FPT to supply tax management application
FPT Information System (FPT IS) has won a bid to implement infrastructure for a personal income tax management application.
Deputy Minister of Finance Pham Sy Danh recently signed the decision approving FPT IS as the provider of information equipment and implementation services for the technological infrastructure of a personal income tax management application worth nearly VND260 billion (US$12.6 million).
In this project, FPT IS will construct technological infrastructure, including hardware components and software and system administrative services, for the personal income tax management application.
The system will be used by 7,000 people in 800 locations of 770 tax offices to manage 15 million taxpayers across the country.
This is the tax department's first centralised processing system.
