
Nguyen Thi Hang, the elder sister of Nguyen Van Hau (known as Hau "Phao"), testified that after receiving instructions from her brother, she took around 1 million USD (equivalent to 24 billion VND) from Phuc Son Group’s funds.
She packed the money into a carry-on suitcase and, accompanied by a driver, delivered it to Hau at the Vinh Phuc Provincial People's Committee headquarters.
As Chairman of Phuc Son Group, Nguyen Van Hau reportedly spent over 4.1 million USD (100 billion VND) to secure lucrative business deals.
He appointed his sister, Nguyen Thi Hang, as Vice General Director of the group and entrusted her with financial management.
Hang oversaw the company’s cash flow, handling disbursements whenever her brother needed money. She recorded every transaction and passed the details to the accounting team for documentation.
In mid-2017, under Hau’s direction, Hang prepared around 843,000 USD (20 billion VND) and packed it into a suitcase for delivery.
Her testimony aligns with Hau’s own statement about delivering 843,000 USD to Hoang Thi Thuy Lan, the former Party Secretary of Vinh Phuc Province, in June 2017.
On March 15, 2021, after receiving further instructions from her brother, Hang once again took 24 billion VND from the company’s funds to buy 1 million USD.
She packed the money into a suitcase and, along with a driver, delivered it to Hau at the provincial headquarters. Just four days later, Hau instructed her to prepare another 1 million USD, which she did, following the same process.
During the investigation, Do Ngoc Quang, then Deputy Chief of Office of the Vinh Phuc Provincial Party Committee, confirmed receiving two suitcases from Ta Minh Chinh, Hau’s driver.
Quang stated that he understood the suitcases contained money but did not know the exact amount or type of currency.
Quang recalled that around mid-2017, he received a phone call instructing him to pick up “documents” for Secretary Lan.
After confirming with Lan, he went to the courtyard of the Provincial Party Committee building and collected a suitcase from Chinh. He then carried it directly to Lan’s office.
The second incident followed a similar pattern. Chinh called Quang to inform him of a delivery, and Quang confirmed with Lan before agreeing to receive the “documents.”
This time, Quang met Chinh at a secluded spot near the Vinh Phuc Provincial People's Committee, where Chinh transferred the suitcase to Quang’s car. Quang drove back to the headquarters and delivered the suitcase to Lan’s office.
Ta Minh Chinh, who had worked as Hau’s driver since 2007, admitted to frequently transporting suitcases and bags of cash at Hau’s request.
He described delivering money to various individuals and recounted two major transactions in 2017 and 2021 involving Secretary Lan.
According to the investigation, Nguyen Van Hau delivered a total of 1.26 million USD (30 billion VND) to Hoang Thi Thuy Lan on three separate occasions.
