At about 2pm on September 11, a man broke into the meeting room at the headquarters of Thai Binh People's Committee and shot five officers of the city’s Site Clearance Division.
Four people were shot, including Mr. Vo Ngoc Dung (Deputy Director of the Land Fund Development Center), Mr. Nguyen Thanh Duong, Mr. Bui Dac Xuan and Mr. Vu Cong Cuong. Ms. Pham Thi Lan was lucky when the bullet only grazed over the ear.
The same day, Mr. Vo Ngoc Dung died. The two other people with seriously wounds were taken to a hospital in Hanoi.
According to Thai Binh Police, the suspect is Dang Ngoc Viet, 42 years old, a resident in Ky Ba ward, Thai Binh city. Viet used a colt with lead bullets to shoot the victims. The suspect has been identified to have committed suicide by gun. The body was found in Kien Xuong District. Viet is believed to be the only one in the case. The police have not found out any accomplice.
About the motives of crime, police said earlier Thai Binh City had a policy to build a new urban area in Ky Ba ward and revoked 32,400sq.m of land. Monetary compensation or resettlement for the people was introduced and many people agreed with them.
However, in the case of Viet’s family, initially they were said to have agreed to get compensation by money but then they changed their mind and wanted land resettlement. A month ago, Viet returned home from HCM City, where he worked.
In the afternoon on September 11, before the crime, Viet had conflict with a neighbor and he threw dirty water into this person.
