Recognizing the key and decisive role of the "human" factor for the performance of the Coast Guard mission in particular, building the Coast Guard forces in general, besides deeply grasping, regularly educating officers and soldiers of the Coast Guard about their duties and responsibilities when standing in the ranks of the Coast Guard force, the Party Committee, the Head of the High Command of Vietnam Coast Guard and the Party committees, leaders at all levels have always attached great importance to building the human factor, considering this as the root and an important foundation to ensure the development of the Coast Guard force in the right direction and achieving the set strategic objectives.

The Party Committee, the Head of the High Command have issued many resolutions and directives to direct the building of "human factor" of the Coast Guard; regularly paid attention to leading, directing and guiding subordinate units to do well the work of education, training and improving for all officers and soldiers on their obligations and responsibilities, political bravery and moral quality, working style, behavior... considering this as the basic foundation for building a comprehensive strong force.
The provisions on the duties and responsibilities of Coast Guard officers and soldiers in the Law on Vietnam Coast Guard 2018 institutionalize the content and spirit of the 2013 Constitution, helping each officer, soldier see their special important role, thereby creating motivation for themselves to develop, actively contributing to the management and protection of the sovereignty of sea and islands of the country.

Inheriting the provisions of the current Ordinance on the Coast Guard, Article 10 of the Law on Vietnam Coast Guard in 2018 defines the obligations and responsibilities of the officers and soldiers of the Vietnam Coast Guard, as follows:
(1) Absolutely loyal to the Fatherland, the People, the Party and the State; to strictly abide by the Party's undertakings and lines, the State's policies and laws, the directives and orders of superiors;
(2) Resolutely protect the national sovereignty, sovereignty right, jurisdiction in the waters of Vietnam; fight against crime, violation of law, ensure security, social order and safety, maintain Vietnam's waters of peace, stability and development;
(3) Be vigilant, keep state secrets, work secrets; strictly implement working measures of the Vietnam Coast Guard;
(4) Comply with international treaties to which the Socialist Republic of Vietnam is a signatory and international agreements relating to the functions, duties and powers of the Vietnam Coast Guard;
(5) Regularly learn to improve political bravery, legal knowledge, professional qualifications, skills, sense of discipline and physical training;
(6) To be responsible before the law and their superiors for their decisions and acts when performing their duties.
It can be said that the provision of duties and responsibilities of Coast Guard officers and soldiers in the highest legal document, the Law on Coast Guard, shows the attention of the Party, State and National Assembly on the development of a core force in maintaining law enforcement, ensuring security and safety at sea as well as the importance of the "human" factor in building and developing this force .
