1. On May 26, Party Committee Secretary General Nguyen Phu Trong chaired a meeting of the Party Central Committee’s Secretariat to consider disciplinary measures on Le Minh Trung, member of the Standing Committee of the Da Nang Party Committee and deputy chair of the Da Nang People’s Council.

After considering the proposal of the Central Inspection Committee, the Secretariat found that Trung lacked cultivation and self-improvement to preserve morality and healthy lifestyle. He violated the rules on “things that Party members must not do” and violated the Law on Marriage and Family, which causes negative public opinions and affects the prestige of the Party, state agencies and Party members.

Before Trung was disciplined, rumors circulated about his extramarital relations with a female teacher in Da Nang.

In May 2018, Trung was headmaster of the Da Nang School of Politics. He was introduced to be additionally elected to the post of Deputy Chair of the Da Nang People’s Council for the 2016-2021 tenure. At the Da Nang People’s Council meeting in July 2018, he was elected as Deputy Chair of the council.

2. The other high-ranking official who has lost his seat is Le Hung Son, former secretary of the Co To district Party Committee and chair of Co To People’s Committee in Quang Ninh.

In November 2021, the public was stirred up by a petition from M, the mother-in-law of L.M.H, an officer of Co To district, who denounced Le Hung Son for allegedly raping her daughter-in-law.

One month later, on December 15, 2021, the Secretariat convened a meeting to discuss discipline for some officers, including Le Hung Son.

After considering a proposal from the Central Inspection Committee, the Secretariat found that Son had violated the democratic centralism principle, working regulations, and rules about “things that Party members must not do”.

Because of the lack of cultivation, his political and moral qualities and lifestyle had degraded. He led a life of gross self-indulgence and had extramarital relations with his subordinates.

The Secretariat decided to expel Son from the Party.

Before being appointed to the post of district party secretary and chair of Co To People’s Committee in March 2020, Son worked at the Quang Ninh Planning and Investment Department, deputy director of the Quang Ninh Public Administration Center and Secretary of Ho Chi Minh Communist Youth Union of Quang Ninh province.

3. Dao Duy Anh, former deputy director of the Thai Nguyen Planning and Investment Department, is another case.

In August 2020, Anh asked a female officer of the department to come to his office, where he acted in an ethical way towards the woman.
