Mr. Vo Van Thuong, a member of the Party Central Committee, former First Secretary of the Ho Chi Minh Youth Union and Party Secretary of Quang Ngai Province, was appointed Deputy Party Secretary of HCM City in April 2014.

Thuong, 45, a native of the northern province of Hai Duong, grew up in the southern province of Vinh Long.

He studied philosophy at the Ho Chi Minh City National University and became the Deputy Secretary of the school’s Youth Union in 1992. Seven years later, he received a Master of Philosophy degree.

In 1995, he was elected Vice President and Secretary General of the HCM City Students’ Association. Five years later, he ascended to the association’s presidency and then was elected chairman of the Vietnam Students’ Association.

In 2002, he was elected Deputy Secretary and Chairman of the HCM City Youth Union. A year later, he was elected Secretary.

At the National Party Congress in 2006, Thuong was elected an alternate member of the Party Central Committee. In January 2011, he was elected a member of the 11th Party Central Committee.

Before being elected as Deputy Party Secretary of Ho Chi Minh City, Thuong served as the First Secretary of the Ho Chi Minh Youth Union, a deputy in the 12th National Assembly and Party Secretary of the central province of Quang Ngai, from August 2011.

Mr. Tat Thanh Cang, 44, a native of Long An province, was also former Secretary of the HCM City Youth Union. He holds a master of law and previously assumed the post of Party Secretary cum Chairman of District 2.

At the 11th National Party Congress in 2011, he was elected as an alternate member of the Party Central Committee. From October 2012 to June 2014, he served as Director of the HCM City Department of Transport, and from June 2014 he has been Vice Chairman of HCM City.

Nguyen Thanh Phong, 53, is the only doctoral degree holder among the four Deputy Party Secretaries of HCM City. Phong, native of Ben Tre province, was elected as the first President of the Vietnam Student Union in Ho Chi Minh City in 1995. He then became the Deputy Secretary of the HCM City Youth Union.

In 1999, he was appointed Secretary of the HCM City Youth Union. Three years later, he was appointed Secretary of the National Youth Union.

In 2007, he was assigned as a member of the HCM City Party Committee, Party Secretary of District 2.

In 2009, he participated in the Executive Committee, the Provincial Party Standing Committee of Ben Tre province, and became the Deputy Secretary of the Provincial Party Committee.

Since October 2010, he served as Secretary of the Party Committee of Ben Tre Province.

Phong recently joined the HCM City Party Executive Committee and served as Deputy Secretary of HCM City Party Committee.

The only woman among the four Deputy Party Secretaries of HCM City is Nguyen Thi Quyet Tam, 57, a native of Tay Ninh province.

From 1969 to May 1971, Tam left her family to study at Hoang Le Kha School of the revolutionary forces in Tay Ninh. From October 1971 to August 1975 she studied at the school for southern students in northern Vietnam.

After the country’s reunification, she returned to the southern region to continue her study at the Hoang Le Kha Boarding School.

In 1981, she was sent to study at Nguyen Ai Quoc 9 School. From 1984 to 1986, she worked at the Propaganda Committee of Thu Duc district. Over 11 years (1986-1997), she was appointed to various positions and finally became the chief of the Propaganda Department of Thu Duc district.

From April 1997 to August 2000, she was the head of the Propaganda Department of District 9 and then Deputy Party Secretary of the district.

From October 2002 to January 2006, she served as Party Secretary and Chair of the People's Council of Thu Duc district.

Since January 2006 she has been a member of the HCM City Party Executive Committee and the HCM City Party Standing Committee. She served as the Head of the Public Relations Committee, Chief of the Propaganda Committee and Deputy Party Secretary and Chair of the HCM City People’s Council.
