The quality of investment and project preparation quality remains low. The surveying, designing and approving of projects are inappropriate, while the calculation of estimates and investment capital is inaccurate.
As a result, the investment decisions of thousands of projects have had to be adjusted (many of them have been adjusted many times).
Total investment capital of the projects has increased many times and become much higher than initial estimates. The adjustments are mostly in capital and investment.
The supervisory mission noticed a gradual increase in the number of such projects. Reports of ministries, branches and localities showed that 1,448 projects were behind schedule in 2016, 1,609 in 2018, 1,778 in 2018, 1,878 in 2019, 1,867 in 2020 and 1,962 projects in 2021.
Most national key projects have been going slowly, including the Nhon - Hanoi Station section of the railway project; the urban railway section No2 Nam Thang Long - Tran Hung Dao; the railway No1: Ben Thanh - Suoi Tien, railway No 2: and Ben Thanh -Tham Luong.
Many projects have been implemented for a long time. In Binh Duong, for example, 55 projects are behind schedule and 15 projects have been suspended. As many as 225 projects have been inspected and audited, of which 109 have committed violations, with the amount of unreasonably spent money totaling VND442 billion.
B-group projects have been implemented for more than five years, and C-group for more than three years.
Thanh Hoa province has B-group projects that have been going on for 13 years (dyke project in Hai Chau commune).
Long An has 17 B-group projects with a capital arrangement time of 6-17 years and 15 C-class of 4-9 years.
The problem, existing for many years, is causing a big waste of resources in public investment capital. The reasons behind the problems are slow site clearance process, untimely capital allocation and the low capability of investors, project management units and contractors.
Losses and waste have been found in thousands of projects: 590 projects in 2016, 840 in 2017, 422 in 2018, 125 in 2019, 923 in 2020 and 185 in 2021.
Many projects have been found to have violations subject to criminal handling. As many as 1,086 projects have been brought into trial which caused the loss of VND31.795 trillion, according to the Report No 1024 of the Ministry of Public Security (MPS) released June 27, 2022.
