On the basis of inheriting the results achieved in recent years, in the 2021-2025 term the Vietnam Coast Guard will continue to thoroughly grasp the views and policies of the Party, the State, the Central Military Commission and the Ministry of Defense, regularly grasp the situation, advise and effectively perform the task of protecting sovereignty, maintaining security, order and safety of the sea and islands of the country. 

Focusing on leadership to improve the overall quality of the entire force, proactively overcoming difficulties, actively innovating, creating, well implementing the policy of building the "Revolutionary, formal, elite, modern" Coast Guard.

To step up propaganda and education activities, and build a solid "people's security posture" and "the people’s heart posture" at sea. To lead the construction the strong and comprehensive force that is "exemplary, typical", taking the building of regular order as the center, the observance of discipline is the key. Focusing on building a strong and clean Party Committee is a key task, the fundamental factor leading the force to successfully complete all assigned tasks in all situations, contributing to firmly protecting sovereignty over the sea and islands of the country.

Effectively performing the task of protecting sovereignty, maintaining security, order and safety of the sea and islands of the country. Some major targets in the next term set by the Coast Guard force:

1. To seriously and effectively implement the directives and resolutions of the Party, the State, the Central Military Commission and the Ministry of Defense; closely coordinating with other forces to grasp the situation, analyze, evaluate and promptly advise on undertakings and policies; directing the force to properly, flexibly and effectively handle situations, not to be passive in dealing with unexpected circumstances. Implement comprehensively and effectively the task of fighting to protect sovereignty; law enforcement; piracy, armed robbery, assorted crimes, offense, search, rescue and protection of the marine environment.

Strengthen external activities of the Coast Guard, improve the ability to solve problems associated with marine security, environment. Closely coordinate with agencies, organizations and functional forces to well perform the tasks of security, order and safety management; contribute to building a solid defense-security posture at sea.

The Coast Guard force is a specialized force of the State that assumes key strategic tasks, acts as the core of law enforcement and protects national security, order and safety in the sea and islands of the country.

2. Focus on building a strong Coast Guard force that is politically strong as a basis for improving the overall quality, qualifications and combat readiness. Continue to effectively implement the campaign "Promoting tradition, dedicating talents, to be worthy of Uncle Ho's soldier title", the movement "Four good, four no, four against"; maintain and strengthen solidarity, the blood-bound relationship with people.

Strive to have 100% officers and soldiers ready to receive and complete all tasks; test of political, military, law awareness, professional skills of Coast Guard officers every year, with 100% meeting the requirements (75% rated pretty good, over 15% rated excellent); 100% of staff trained according to decentralization policy; 100% of the units rated absolute political safety, over 80% of the units having a good cultural environment.

Accelerate the implementation of the project to build Vietnam Coast Guard force in the period of 2021-2025; attach importance to training human resources, building new ships and boats, securing vehicles, building infrastructures, purchasing aircraft and equipment.

Focus on completing the organization and payroll of agencies and units in the whole force. Strengthen the construction of order, working rules, discipline, observing to the State law, discipline in the Army, strive to not have serious discipline violation cases; the usual disciplinary violation rate to be below 0.3% per year.

To guide the good performance f logistics, engineering, finance, planning and investment tasks; To strive for having over 98.5% of soldiers rated strong, over 85% of units to reach criteria for good kitchen, good military supply management, 100% of units to reach the increased target; maintaining financial and asset management practices. Ensure the technical coefficient of over 95%; well implementing the 50 Campaign and two technical breakthroughs; the emulation movement "Military logistics sector does what Uncle Ho taught".

3. Continue to effectively implement Resolution NQTW4 of the 11th, 12th Party Congress on Party building, in association with the implementation of Directive 05 of the Politburo, Directive 87 of the Standing Military Commission of the Central Committee; building strong and pure party committees, party organizations, promoting good leadership, annually having over 80% of party committees and party organizations well fulfilling their tasks, no party organizations that fail to fulfill their tasks; over 80% of the Party members well complete their duties, no party members committing serious violation. To well perform the Party's inspection and supervision and specialized inspection and examination according to the annual plan of the leader.
