Tien Yen, the eastern gateway of Quang Ninh province, has been home to many ethnic groups, such as the Dao, Tay, San Diu, San Chi... After 10 years of implementing Decision No. 1270/QD-TTg dated July 27, 2011 of the Prime Minister on approving the project to preserve and develop the culture of Vietnam's ethnic minorities until 2020, thanks to the attention and guidance from the authorities at all levels, especially the coordination of artisans who understand and preserve the cultural heritage of ethnic groups, the work of preserving and developing ethnic cultures in Tien Yen district have achieved many positive results.

Many traditional festivals of the Dao, Tay, San Chi, and San Diu ethnic groups have been successfully restored. A number of folk and ethnic art clubs have been maintained and promoted effectively. Tangible and intangible cultural heritages have been cared for and preserved very well.

Since 2011, the district has decorated more than 1,800 banners, 350 large banners, and grassroots radio speakers have broadcast over 15,000 propaganda articles on preserving the tangible and intangible cultural heritage of the ethnic minorities residing in the district.

Over the past 10 years, Tien Yen has organized 5 cultural heritage conservation training conferences for nearly 500 people who are officials of specialized departments of the district, leaders and cultural officials of communes, towns, and chiefs of villages, hamlets, and people who care for and protect relics, in order to improve professional skills for grassroots cultural workers in identifying types of tangible and intangible cultural heritage.

Traditional festivals of ethnic minorities in Tien Yen are organized annually, such as the boat racing festival on Tien Yen river; San Chi ethnic festival associated with the golden rice season in terraced fields; Dao ethnic cultural and sports festival associated with Ha Lau market; Tay ethnic cultural and sports festival associated with the custom of going to the fields and Dong Dinh communal house; San Diu ethnic cultural and sports festival associated with the relics of Ong Hoang Can temple and Khe Cat lake tourist destination...

Even in the daily life, it is easy to see San Diu boys and girls passionately singing soong co; Tay people singing Then and playing Tinh musical instrument. Soong co singing belongs to the San Chi ethnic group while wedding singing and duet singing belong to the Dao Thanh Y and Dao Thanh Phan people.

From a clear awareness of this potential and strength, Tien Yen district always proactively promotes the cultural values of ethnic groups, arousing pride in their cultural capital in each person.

The district has also called for civil servants and students to wear national costumes at offices and schools; encouraging 100% of communes and towns in the area to establish folk arts clubs; caring for elite artisans and ethnic minority folk artists; opening classes teaching ethnic minority languages; restoring sewing, embroidery, and cooking skills of ethnic minorities for young people...

In particular, Tien Yen district has recently given priority and attention to preserving and promoting the cultural values of ethnic groups. The district has implemented many projects to form ethnic cultural villages; has approved and allocated funds to implement the Tay ethnic cultural village project in Phong Du commune; has allocated land, created premises, invested in building a community cultural house. The district is restoring some traditional festivals such as the going to the field festival and the Dong Dinh communal house festival.

In the coming time, Tien Yen district aims to continue to build itself into a cultural center, a place that connects the colors of the ethnic groups in the Northeast region.

The three remaining cultural village projects are the San Diu Ethnic Cultural Village in Hai Lang commune, San Chi Ethnic Cultural Village in Dai Duc - Dai Thanh commune, and Dao ethnic cultural village in Yen Than - Ha Lau commune, which have completed the consultation, survey stages and are currently waiting for approval by the District People's Committee.
