The incident took place in the notorious "train coffee street" of Hoan Kiem district, Hanoi, on June 18.
The video shows a man rushing to save the tourist, pushing her back onto the sidewalk just in time. The short clip has elicited shock and fear from viewers online.
Upon investigation, it was confirmed that the video was recorded in the "train coffee street" area of Hoan Kiem district.
Following the circulation of the video on Facebook, the People's Committee of Hoan Kiem district directed the District Police and the People's Committees of Hang Bong, Cua Nam, Cua Dong, Dong Xuan, and Hang Ma wards to verify the information and enhance inspections to ensure railway traffic safety.
Authorities discovered that the female tourist was sitting at Mr. Pham Ngoc Hao's shop, located at No. 5, Tran Phu 5, Hang Bong ward. Mr. Hao, who intervened to save the tourist, has been fined VND 7.5 million for operating without a business registration certificate.
"In the coming time, the District People's Committee will continue to direct the District Police and Ward People's Committees to increase the number of guards, not allowing tourists to film and take photos in the railway safety corridor area, and strictly handle violations," stated a district leader.
The railway coffee street, stretching from Tran Phu to Phung Hung, attracts many domestic and international tourists. It has been featured on several foreign travel websites.
However, since September 15, 2022, authorities have placed barriers at both ends of the railway coffee alley, following a directive from the Vietnam Railway Corporation to halt trading and photography activities in the area.
In August 2023, Hoan Kiem District reinforced this directive, demanding strict compliance with the Railway Law and ensuring the security and safety of the railway traffic corridor. The authorities have been actively urging residents and businesses to abide by the regulations, organizing forces to monitor and prevent any unlawful business activities and tourist behaviors in the area.
Functional units have the authority to revoke the business registration certificates of violators. The district police have been directed to maintain barriers, warning signs, and patrols to prevent tourists from engaging in risky activities in the railway corridor.
To ensure compliance, the wards along the railway have formed joint working groups and established checkpoints to monitor and enforce the suspension of illegal business activities. These checkpoints operate around the clock, divided into three shifts, to prevent shops from opening illegally.
As authorities crack down on these dangerous behaviors, they urge both tourists and locals to respect safety regulations and avoid life-threatening stunts for the sake of photos or videos.
