VietNamNet Bridge – The city’s police department has issued a rule prohibiting officers in the traffic police from carrying more than VND 100,000 (US$4.7) while on duty.

An additional regulation prohibits traffic police officers from using mobile phones while on duty.
These regulations are aimed at strengthening supervision by heads of police units over their staff while forming a framework for handling cases in which traffic police officers allegedly take bribes from traffic violators, said Colonel Le Minh Chau, director of the department.
Under a new directive from the Ministry of Public Security, directors of police departments in centrally-run provinces and cities must directly handle cases of corruption among traffic police forces and strictly punish wrongdoers.
The ministry directive included a number of other stipulations intended to improve the functionality of the traffic police force.
Any traffic police officer who seriously violates police regulations and mistreats the public must be removed from the force.
All results from handling violations by traffic police officers must be reported to the ministry as soon as possible.
Local police units must set up hot lines to enable the public to provide feedback on the actions of traffic police officers, including corruption.
The ministry also said its inspectors would conduct reviews of local traffic police units without notice, to ensure their compliance with the regulations and prevent corruption.
