On the morning of August 25, the Ho Chi Minh City Party Committee held a conference to announce the Politburo’s personnel decision. Tran Luu Quang has been appointed to join the Executive Committee, the Standing Committee, and to serve as Secretary of the Ho Chi Minh City Party Committee for the 2020-2025 term.

On behalf of the Politburo, Nguyen Quang Duong, Deputy Head of the Central Organization Commission, announced the Politburo’s decision regarding Nguyen Van Nen, a current member of the Politburo.

Accordingly, Nguyen Van Nen will step down from the Executive Committee, the Standing Committee, and from his role as Ho Chi Minh City Party Secretary. He will now serve as Standing Member of the Editorial Subcommittee for the 14th National Party Congress and continue to oversee the HCMC Party Committee until the Congress.

His new assignments will be determined by the head of the Editorial Subcommittee for the 14th National Party Congress.

The Politburo also transferred and assigned Tran Luu Quang, who previously served as Secretary of the Party Central Committee and Head of the Central Policy and Strategy Commission, to relinquish his previous roles and take on the position of Secretary of the Ho Chi Minh City Party Committee for the remainder of the 2020-2025 term.

After the announcements, Tran Cam Tu, Standing member of the Party Secretariat, and Le Minh Hung, Head of the Central Organization Commission, presented the decisions and congratulatory flowers to both Nguyen Van Nen and Tran Luu Quang.

Tran Luu Quang was born in 1967 in Trang Bang Ward, Trang Bang Town, Tay Ninh Province. He holds a master’s degree in Public Management and is also a mechanical engineer.

He is a member of the 11th (alternate), 12th, and 13th Party Central Committees and has served as a deputy in the 14th and 15th National Assembly.

Quang has had a long career tied to his native Tay Ninh, starting as an official in the Department of Planning and Investment. He later held various key roles such as Head of Foreign Economic Relations, Deputy Head of the Moc Bai Border Economic Zone Authority, Deputy Director of the Department of Planning and Investment, Chairman and then Secretary of the Trang Bang District Party Committee, and First Vice Chairman of the Tay Ninh Provincial People’s Committee.

On July 31, 2015, the Politburo assigned him as Secretary of the Tay Ninh Provincial Party Committee for the 2010-2015 term. He continued in that role and concurrently served as Chairman of the Provincial People’s Council during the 2015-2020 term.

On February 27, 2019, the Politburo transferred him to serve as Standing Deputy Secretary of the Ho Chi Minh City Party Committee.

In May 2021, he was appointed as Secretary of the Hai Phong City Party Committee for the 2020-2025 term, a post he held until early 2023.

On January 5, 2023, the National Assembly approved his appointment as Deputy Prime Minister for the 2021-2026 term.

On August 16, 2024, the Politburo reassigned him from his post in the Government Party Caucus Committee to serve as Head of the Central Economic Commission.

On August 26, 2024, the National Assembly approved the Prime Minister’s proposal to relieve him of his Deputy Prime Minister role following his new appointment.

On February 3, 2025, the Politburo designated him as Head of the Central Policy and Strategy Commission.
