Vietnam’s Communist Party has appointed Nguyen Van Chien and lawmaker Bui Hoai Son as deputy heads of its Central Commission for Propaganda and Education.
The appointments were announced at a conference at the Communist Party of Vietnam’s headquarters on the afternoon of September 18, chaired by Tran Cam Tu, Permanent Member of the Party Secretariat.
The Party Secretariat decided to transfer and appoint Nguyen Van Chien, a member of the Hung Yen Provincial Party Committee’s Standing Board and head of the provincial Party Committee’s Commission for Propaganda and Education, as a deputy head of the Central Commission for Propaganda and Education.
Nguyen Van Chien has been appointed a deputy head of the Communist Party of Vietnam’s Central Commission for Propaganda and Education.
Chien, born in 1980 in Hung Yen province, holds a doctorate and master’s degree in Han-Nom studies, the study of Vietnam’s historical Chinese and demotic Nom scripts, as well as a bachelor’s degree in science.
He spent many years working in Hung Yen and has also held several positions in central Party bodies.
His previous roles include department director and secretary to the head of the Central Commission for Propaganda and Education; department director and secretary to the Permanent Member of the Party Secretariat; department director and secretary to a Politburo member; and director of the General Affairs Department at the Party Central Committee Office.
In December 2024, the Standing Board of the Hung Yen Provincial Party Committee transferred Chien to the provincial Party Committee’s Commission for Internal Affairs and appointed him as its head.
Following the merger of Hung Yen and Thai Binh provinces, Chien was appointed head of the Hung Yen Provincial Party Committee’s Commission for Propaganda, Education and Mass Mobilization, later becoming head of the provincial Commission for Propaganda and Education.

The Party Secretariat also decided to transfer and appoint Bui Hoai Son, a full-time National Assembly deputy serving on the legislature’s Committee for Culture and Social Affairs, as a deputy head of the Central Commission for Propaganda and Education.
Son, born in 1975 and originally from Ban Nguyen commune in Phu Tho province, is an associate professor with a doctorate in cultural studies. He also holds a master’s degree in heritage and arts management and a university degree in sociology.
Son has served as a deputy in Vietnam’s 15th and 16th National Assemblies.
He previously spent many years working at the Vietnam National Institute of Culture and Arts Studies.
From July 2021, Son was a standing member of the National Assembly’s Committee for Culture and Education. In February 2025, he became a full-time National Assembly deputy serving on the Committee for Culture and Social Affairs.
The Central Commission for Propaganda and Education is an advisory body to the Communist Party of Vietnam’s Central Committee and, more directly and regularly, to the Politburo and Secretariat.
Its responsibilities include advising the Party leadership on major guidelines and policies covering propaganda and education, as well as political, ideological and ethical aspects of Party building, socialist democracy and relations between the Party and the public. It also serves as the Party’s specialized body for propaganda and education work.
