UN Human Rights Council approves Vietnam's Third Cycle UPR Report

Vietnam's National Report under the Universal Periodic Review (UPR) Cycle III was adopted at the 41st Session of the UN Human Rights Council (UNHRC) on July 4 in Geneva, Switzerland.

The UPR mechanism is the mechanism of the UN Human Rights Council, in which all UN Member States review policies, laws, measures and results achieved in protecting and promoting human rights.

The Vietnamese delegation is headed by Deputy Foreign Minister Le Hoai Trung, with the participation of many countries, international organizations and non-governmental organizations (NGOs), including Vietnamese organizations with regulations. Seriously prepare the National Report

Mr. Le Hoai Trung shared with the press that this meeting is a continuation and ending of the 2nd Universal Periodic Review on the basis of the January Dialogue Session with the Association's UPR Working Group. UN Human Rights Council (UN).

If the meeting in January 2019 lasted for more than 3 hours and more than 130 countries had their opinions and opinions, this session has a shorter duration, just over 1 hour. And in that hour, there were more than 20 minutes for the Vietnamese delegation to present and exchange views, and the remaining 40 minutes were for nations, international organizations and non-governmental organizations to speak. .

At this meeting, the member countries highly appreciated the serious preparation process of the National Report of Universal Periodic Review on guaranteeing and promoting the human rights of Vietnam. All countries welcomed Vietnam's achievements through the process of law-making, policy-making as well as Vietnam's implementation measures in this review cycle.

At this session, when the countries made 291 recommendations, Vietnam agreed to 241 recommendations, a very high rate of 83%. This shows Vietnam's desire and determination in protecting and promoting human rights.

According to Deputy Minister Le Hoai Trung, the countries making such recommendations are also showing interest in the achievements that Vietnam has achieved and the desire for us to share, and the desire for us to do better that problem. It can be said that the overall evaluation of the report results and the results achieved this time in Vietnam is very positive.

However, there are also a handful of differences, unspecified opinions, false information about the situation of Vietnam and we have rejected these superficial judgments. And this is also an opportunity for the Vietnamese delegation to inform and exchange again to clarify some issues that countries still care about, opinions are different.

Vietnam has achieved very comprehensive results

Vietnam is also highly praised for the coherence between economic development, social development and sustainable development.

Also according to Deputy Minister Le Hoai Trung, in this reporting period, if talking about the results, the countries that evaluated Vietnam achieved very comprehensive results, especially countries that highly appreciated Vietnam in the process of construction. the law. For example, during the four to five-year cycle of the period 2014-2019, we have developed about 100 different legal documents, in all fields of political, civil and economic rights, cultural, social ...

The second highly valued result of Vietnam is the coherence between economic development and social development and sustainable development. This is a matter of great concern to countries in the European Union, especially the European Parliament, because ensuring human rights is not only focused on economic development but also on social development. There are issues such as poverty reduction, environment, workers' rights ...

The third thing of interest is a series of new issues, so-called clustering of new issues posed during the implementation of human rights assurance. For example, migration, labor rights, climate change, including those that have made progress in the past, such as those related to Ensure homosexual and transgender rights ...

Vietnam is willing to share its experience

After this meeting, Vietnam will have about 4-5 years to implement UPR recommendations that the third cycle has approved. Then, Vietnam will report in cycle IV, expected in 2023. Based on the experience of the previous cycles, in the coming time, the relevant ministries and ministries that the Ministry of Foreign Affairs is assigned to do. The lead agency will assess in what areas the recommendations we have just committed to implementation are. On that basis, recommendations will be assigned to line ministries, with the participation of local authorities and socio-political organizations. In the process, we will also refer to foreign partners from which to build an action plan to submit to the Prime Minister.

According to Mr. Le Hoai Trung, we will also review the annual implementation of the committed commitments, the action plan, including legal issues, policy formulation and measures. specific implementations such as increasing budget, education to raise awareness about human rights ...

The Ministry of Foreign Affairs and the concerned ministries and agencies also have mid-term reviews. These are the steps we have taken in the second cycle of 2014-2019 and this method is highly appreciated by many countries. We are also willing to cooperate with other countries and UN agencies in the process of implementing UPR recommendations, ready to share Vietnam's experience in this process.
