According to the summary report of the Ministry of Planning and Investment, the Planning of the Northern Midlands and Mountainous Region was approved by the Prime Minister in Decision No. 495/QD-TTg dated April 20, 2022. The planning is designed based on Vietnam’s socio-economic development strategy for the 2021 - 2030 period, Resolution No. 11-NQ/TW of the Politburo on socio-economic development and national defense and security assurance in the Northern Midlands and Mountainous Region until 2030, with a vision to 2045.

Accordingly, the overall structure of the Planning is organized into 4 sub-regions and 5 development corridors, with the major orientation of developing main economic sectors based on chains of industries; agriculture sector; and regional tourism space.

Based on the analysis of potentials, advantages, opportunities and challenges, the Northern Midlands and Mountainous Region Planning aims to build a green, sustainable and inclusive development region by 2030, with a vision to 2050. In particular, by 2050, about 50% of provinces in the region will be named in the group of well-developed provinces in the country. The cultural identities of ethnic groups will be preserved and promoted, the material and spiritual lives of the people will be enhanced, and national defense and security will be firmly guaranteed.

The specific goal is that the average GRDP growth rate of the region in the period of 2021 - 2030 will reach 8 - 9%/year. The economic structure will shift positively by 2030, in which the agriculture - forestry - fishery sector will account for about 12 - 13%, industry - construction 45 - 46% and services 37 - 38%. GRDP per capita will reach 140 million VND/person/year by 2030, and budget revenue of about 190 trillion VND.

The plan also organizes development space and determines directions for the development of economic sectors, forming development corridors, linking essential infrastructure systems, tourism, and developing urban system, rural areas and border gate systems...

Speaking at the meeting of the Appraisal Council for the Planning of Northern Midlands and Mountainous Region for the period of 2021 - 2030 with a vision to 2050 on December 21, Deputy Prime Minister Tran Hong Ha noted that this is a particularly important strategic area in terms of economy - society, defense - security and foreign affairs of the country, which has many potentials and advantages for rapid and sustainable development. Therefore, the region must have a strong development step in arranging and spatially distributing socio-economic, defense and security activities in accordance with its potential and advantages, associated with synchronous development of infrastructure, effective use of resources.

He emphasized that the regional planning needs to have a scientific and methodical approach, properly assessing the role and position of the region in the overall development of the country, thereby identifying inter-local, inter-regional, national issues... that need to be resolved, in order to create new motivation, arouse resources on the basis of natural, economic, social, cultural advantages... so that the region will develop well. The Deputy Prime Minister requested scientists, experts, and local governments to identify the strengths and characteristics of natural resources to find different values and build regional development strategy for sustainable development based on promoting the potential and strengths of each region.
