An unlicensed boat was found to have transported up to 30 tourists on Ha Long Bay in the northern province of Quang Ninh.

The 15-tonne boat was detected on July 5 by an inspection task force of Ha Long City People's Committee. The passengers include 19 adults and 11 children. 

However, the owner Nguyen Van Loi failed to show the boat’s registration licence as well as related papers. He also lacked a driving licence. The boat also does not have any life-jacket.

Loi said that his nephew Nguyen Van Binh borrowed the boat for transporting tourists to earn money.

Ha Long City authorities will increase the management of small tourist boats operating in Ha Long Bay. The regulations cover all types of vessels.

According to the regulations, these boats are required to have the operating licence, fire prevention and control equipment, life vests and equipment for waste collection.

The boat driver must be at least 18 years old and not exceed 55 years old for women and 60 years old for men and have tourism and fire safety training certificates.
