"In Viet Nam, citizens' basic rights to freedom are clearly stipulated in the Constitution and the regulations of the law, and are ensured in reality," she said.

Like all other law-governed states in the world, the implementation of rights to freedom and democracy must abide by the regulations of the law, Nga said, adding that this was clearly outlined in Article 19 of the International Covenant on Civil and Political Rights.

Nga said that Viet Nam's authorised agencies had dealt with those who performed acts running counter to the law and disturbing public order.

"This deed is in accordance with the regulations of the law to ensure social order and safety," she said.

Regarding Viet Nam's response to the current situation in Libya, the Foreign Ministry spokeswoman said that Viet Nam was keeping a close eye on the situation.

"We respect every decision made by the Libyan people and wish the situation to return to normal as soon as possible so that the Libyan people will have the opportunity to recover and develop their country," she noted.
