The strategy was approved under a decision signed by Deputy Prime Minister Ho Quoc Dung on behalf of the Prime Minister.

Building a unified national data ecosystem

The strategy aims to establish a unified, modern, secure and interoperable national data ecosystem, supported by integrated national databases, sector-specific databases, shared data platforms, data warehouses and computing infrastructure built on a common architecture.

By 2045, the government expects 100% of leadership, governance and administrative activities across Party and State agencies to be supported by data.

At least 90% of major policy decisions are expected to be developed, evaluated and forecast using data analytics and artificial intelligence.

The strategy also targets the full online delivery of all eligible public services, while at least 90% of essential public services would become proactive, automated or personalized through data-driven technologies.

Citizen and business satisfaction with public services is expected to reach 99% or higher.

Strengthening AI and digital sovereignty

Vietnam aims to develop domestic capabilities in critical digital technologies.

By 2045, the country seeks to master at least 80% of the core platforms, technologies and products required for data governance, storage, processing, analysis and protection.

The strategy also envisions national self-reliance in cloud computing, high-performance computing infrastructure, AI infrastructure, AI models and data security.

Vietnam further aims to rank among the top 30 countries globally in data governance, data utilization and AI development, while becoming a major regional hub for cross-border data storage, processing, connectivity and exchange.

Developing a skilled data workforce

The strategy establishes several targets for 2030, including significant investments in human resource development.

Authorities plan to train at least 50,000 government officials and public employees in data governance, data analysis and data utilization under the National Data Governance Training Framework.

Around 300,000 employees in the private sector are expected to receive training in data skills, data analytics and AI applications.

Vietnam also aims to develop a core workforce of at least 5,000 data experts across government agencies, businesses, universities and science and technology organizations.

In higher education, the government plans to have more than 50 universities offering degree programs in data science, data governance, artificial intelligence, high-performance computing and data security.

Ensuring data security and sovereignty

The strategy places strong emphasis on cybersecurity and data sovereignty.

By 2030, 100% of information systems and databases managed by ministries, government agencies and local authorities are expected to meet national security classification requirements, connect to centralized monitoring and incident warning systems, and implement comprehensive cybersecurity and data protection measures.

The government also requires lifecycle management mechanisms to be established for all national databases and critical data systems.

Every instance of data processing and access must be fully traceable, while citizens and organizations will be provided with online tools to monitor how their personal data is being used.
