Prime Minister Pham Minh Chinh has signed a decision to allocate 140 billion VND (approximately 5.75 million USD) from the central budget's contingency fund to urgently assist four provinces in responding to the aftermath of recent floods.

According to the decision issued on October 8, emergency financial support will be provided to the provinces of Thai Nguyen, Cao Bang, Lang Son, and Bac Ninh to help rescue operations, support affected residents, and begin restoring the damage caused by severe flooding.

Specifically, Thai Nguyen will receive 50 billion VND (around 2.05 million USD), while Cao Bang, Lang Son, and Bac Ninh will each be allocated 30 billion VND (approximately 1.23 million USD), in line with a proposal submitted by the Ministry of Finance on the same day.

The Prime Minister instructed the People’s Committees of these provinces to take full responsibility for managing and using the additional funds in accordance with legal regulations. They must ensure that the aid is used for the correct purposes, targets the right beneficiaries, and is handled in an open, transparent manner to prevent misuse or corruption.

Earlier this year, Prime Minister Pham Minh Chinh also approved an allocation of 2.524 trillion VND (approximately 103.7 million USD) from the 2025 contingency fund to support 15 localities in recovering from Typhoon No. 10 and various other natural disasters that occurred throughout the year.

This larger package includes funds for rebuilding infrastructure such as dykes and irrigation reservoirs, and for providing livelihood assistance to affected residents.
