The People’s Committee of Quang Ninh Province has officially approved a pilot project for a high-end integrated resort and casino complex in Van Don, allowing Vietnamese citizens to participate under strict conditions.

Under Decision No. 3226/QD-UBND, the province granted investment approval to Van Don Sun Joint Stock Company as the developer of the Van Don integrated tourism and casino complex. This will be the first licensed casino in Van Don Special Economic Zone open to both domestic and international players.

The project spans a total area of 244.45 hectares, aiming to create a luxury entertainment and resort hub featuring high-stakes gaming facilities alongside world-class tourism and wellness services.

Key components of the development include a casino, luxury hotels, resorts, condotels, commercial townhouses, a shopping center, wellness services, and vibrant entertainment venues.

Van Don to rival Macau, Las Vegas in casino tourism

One of the most notable aspects of the project is the inclusion of a high-end casino open to Vietnamese citizens, contingent upon their meeting rigorous eligibility criteria as outlined by current laws.

The complex will be developed as a self-contained ecosystem targeting both international visitors and Vietnam’s rising middle and upper-income classes. It is expected to host large-scale international entertainment shows and offer 24/7 recreational activities, with the goal of transforming Van Don into a premier destination akin to Macau or Las Vegas.

The Van Don integrated tourism and casino complex will have a total investment exceeding USD 2 billion, comprising investor equity, loans, and other mobilized capital sources. The project’s operational timeline will not exceed 70 years from the date of investment approval.

Construction and operation are scheduled to be completed within nine years from the date of land allocation and lease approval.

In related developments, the Ministry of Finance has proposed that Vietnamese citizens must purchase entry tickets to participate in casino gaming, priced at VND 2.5 million (approximately USD 96) per 24 hours, or VND 50 million (USD 1,915) for a monthly pass.
