The conference in New Delhi was attended by representatives of 46 countries and international organizations. The Vietnamese delegation was headed by Deputy Foreign Minister Le Luong Minh.

Addressing the conference, Indian Foreign Secretary Ranjan Mathai stressed that the NSS process is focused on preventing the threat of nuclear terrorism and on measures to cope with nuclear terrorists and non-state actors that try to access nuclear materials, technology and information.

Participants in the conference agreed on the contents of the fifth draft joint declaration of heads of 50 member countries and four international organizations, including the United Nations, the International Atomic Energy Agency, the INTERPOL, and the European Union. They also agreed on the agenda and preparations for the upcoming NSS.

The 2012 NSS will take place in Seoul, the Republic of Korea, on March 26-27 to discuss measures to strengthen consistency between nuclear safety and security, an urgent issue following the double disaster in Japan last March that caused accidents at the Fukushima nuclear power plant.

The first NSS was held in the US in April 2010 on the initiative of President Barack Obama.
