Budget revenue from tax reaches nearly 94% of estimate hinh anh 1
The tax sector collected over 1.1 quadrillion VND (46.13 billion USD) for the State budget in the first nine months of this year, a year-on-year rise of 21.6%, and equivalent to 93.9% of the yearly estimate, according to the General Department of Taxation.

Of the total, domestic collection was over 1.04 quadrillion VND, equivalent to 90.9% of its plan for this year and up 18.8% annually.

The department said there were 61 out of 63 localities nationwide having completed over 75% of their yearly estimates.

In the last months of the year, the sector will continue to improve the management capacity for agencies in charge of taxation collection, prevention of tax fraud and evasion, and implementation of electronic tax management.

It will also further promote IT application in tax management, and create a favourable, clear and transparent environment for taxpayers, among other works.

Major tasks and solutions outlined to develop science-technology market

Prime Minister Pham Minh Chinh has asked the Ministry of Science and Technology as well as ministries, sectors and localities to focus on six major tasks and solutions to promote the growth of the science-technology market in a synchronous, effective, modern and integrated manner.

In a notification on the conclusion of the PM at a recent conference on the development of the science and technology market, the Government leader underlined the need to remove difficulties and bottlenecks in terms of institution, mechanism and policy to boost the market.

Ministries, sectors and localities should associate tasks and plans to develop the science and technology market with their socio-economic development plans in five years and each year, he requested, asking them to encourage the research and renovation of technologies and the settlement of environmental and climate change issues, and promote digital transformation and green growth.

Along with continuing to effectively implement solutions given in the national programme on the development of science and technology market until 2030, it is necessary to synchronously develop the national infrastructure system serving the science and technology market, while strengthening the connectivity between central agencies and localities, and among research institutes, training facilities, businesses and the people, the PM stressed.

He also ordered the gradual integration of domestic and international technical platforms on science and technology, along with the strengthening of personnel training for the science-technology sector, the increase of communications and the expansion of pioneering firms in trading of technologies, especially high and source technologies.

Alongside, it is crucial to connect and synchronise the science-technology market and other markets such as commodity, service, labour and financial markets, while fostering public-private partnership to mobilise resources from businesses and the community to develop the science-technology market, the PM asked.

Other solutions include the building and pilot of policies motivating the commercialisation of research outcomes, the encouraging of businesses to import core technologies, and the building of policies to encourage startup and innovation and the development of big data, shared data and information to promote the growth of the science-technology and startup ecosystem in a comprehensive and synchronous manner.

Excise tax abolition proposal for gasoline rejected

The Ministry of Finance has rejected a proposal to drop the special consumption tax on gasoline, saying the tax rate is not high and adding that the issue is beyond the ministry’s authority.

The special consumption tax rate on gasoline in Vietnam is currently far lower than that of neighboring countries such as Laos, Cambodia and China, the Ministry of Finance said, explaining its decision.

The special consumption tax, or the excise tax, is 10% for gasoline, 8% for gasoline E5 and 7% for gasoline E10.

Additionally, the Law on Special Consumption Tax does not prescribe any conditions for exemption or reduction of the excise tax on goods and products subject to the tax.

The ministry’s decision was in response to a proposal to exempt oil products from the tax made by the Vietnam Chamber of Commerce and Industry.

The ministry also clarified that the adjustment of the special consumption tax is under the authority of the National Assembly. Thus, the proposal must be submitted to the National Assembly, not the ministry, for consideration.

Moreover, the ministry considered gasoline a non-renewable resource that needs to be used wisely and sparingly. That means it is reasonable to impose a special consumption tax on gasoline.

According to the draft resolution of the National Assembly, the special consumption tax and value-added tax on fuels will be reduced by 50% at the maximum.

The National Assembly Standing Committee will determine the specific reduction of the special consumption tax on gasoline and the value-added tax on fuels, as well as the time of application amid the global fuel price fluctuations.

Labor market bounces back

The labor market continued its strong growth momentum of the previous quarter as the employment rate in the year to September soared, the General Statistics Office reported on October 6.

It had around 50.8 million employed workers aged 15 and older in the third quarter, 255 thousand people higher than the figure in the second quarter and soaring 3.5 million over the same period last year.

In January-September, employed people of statutory working age totaled 50.5 million, up 1.5 million over the year-ago period. The period witnessed more and more people leaving their hometowns for cities. The urban labor force in the first nine months reached 18.7 million people, up 1.1 million year-on-year.

The service sector attracted the most workers, with 39% of the workforce, or some 19.7 million workers, going into it, a year-on-year increase of nearly 900,000 workers. The construction and industry sectors came second, accounting for a third of the total with 16.9 million workers, up 726.8 thousand year-on-year.

The rest worked in the agricultural, forestry and fishery sectors, down 162.2 thousand people year-on-year.

The labor force participation rate in the year through September was 68.5%, up 0.9 percentage points compared to the same period last year, while the trained workforce remained unchanged, estimated at 13.5 million people.

On the other hand, nearly 1.08 million people of working age were jobless between January and September, down 251 thousand people over the same period of 2021. The unemployment rate in the nine-month period stood at 2.35%, a decline of 0.64 percentage points versus the same period last year.

The number of unemployed people aged 15 to 24 was estimated at 413 thousand, making up 37.5% of jobless people aged 15 and older.

Binh Duong to have freeze-fried instant coffee plant

ILD Coffee Vietnam, a joint venture between Louis Dreyfus Company and Poland’s Instanta, is seeking support from the Binh Duong Province authorities to build a freeze-fried instant coffee plant in the southern province’s Ben Cat Town.

Bui Minh Thanh, secretary of the Ben Cat Party Committee, yesterday, October 6, received and worked with Alexander Nowakowski, secretary at the Polish Embassy in Hanoi and head of the ILD Coffee Company, the local media reported.

Speaking at the working session, Nowakowski said the infrastructure system in the province is adequate, adding that the local authorities have created favorable conditions for businesses.

Many Polish companies have invested in Binh Duong and given positive feedback on the investment environment in the province, the Polish official said.

According to him, the ILD Coffee Company plans to develop the freeze-fried instant coffee plant at the Protrade international industrial park in Ben Cat Town, with a total investment of over US$80 million.

The provincial Department of Planning and Investment granted a business registration certificate to the ILD Coffee Company under the name “ILD Coffee Vietnam Co., Ltd.”, which is located in the industrial park.

ILD Coffee Vietnam proposed the authorities of Ben Cat facilitate the handover of the cleared site and the development of power supply facilities so that the company can break ground on the project in early 2023.

Thanh said he would work with the industrial park management board, the provincial Department of Industry and Trade and the Vietnam Electricity Group in the southern region to speed up the construction of power supply facilities for the plant.

Thanh also pledged support for enterprises to run their businesses in the province.

Bac Kan plans to build Quan Binh airport

The mountainous province of Bac Kan has devised a plan to build the Quan Binh airport for 2021–2050 with a total estimated cost of VND8,000 billion.

Nguyen Dang Binh, chairman of the Bac Kan People’s Committee, tasked the relevant departments and agencies with completing the Quan Binh airport project as part of the province’s planning period 2021-2030 with a vision to 2050.

The airport project, which will be built in Quan Ha Commune, Bach Thong District, is divided into two phases.

In the first phase, a VND5,000-billion airport with an annual passenger capacity of 0.5 million will be constructed under a public-private partnership format.

The proposed airport spans around 138 hectares and will be in accordance with the 3C standards of the International Civil Aviation Organization (ICAO).

After 2030, a civil airport matching ICAO’s 4C requirements and a 50-hectare military airport will be completed as part of phase two. The civil airport will be enlarged to cover approximately 150 hectares.

Billionaire Pham Nhat Vuong establishes real estate company

Billionaire Pham Nhat Vuong, chairman of Vingroup under the code VIC, has announced the establishment of VMI Real Estate Investment and Management Company, or VMI JSC, in which Vuong owns a 90% stake or VND16.2 trillion.

Vuong contributed over 243 million VIC shares to the new company with its chartered capital of VND18 trillion.

The establishment of the company, of which Vinhomes, the local conglomerate Vingroup’s property arm, is another shareholder, is aimed at supporting investors with limited capital, giving them opportunities to invest in property projects and jointly developing a secondary market to raise liquidity and the value of Vinhomes properties.

Specifically, VMI JSC will invest in certain properties that are available or set aside for Vinhomes’ future plan and then divide the value of the properties into 50 parts, enabling its customers to invest in each of these parts through a business cooperation contract.

VMI JSC’s partners will be authorized for asset rights and enjoy profits from the asset rights equivalent to their investment ratios.

Mekong Tourism Forum 2022 to open at weekend in Quang Nam

The Mekong Tourism Forum 2022 will take place in the central coastal province of Quang Nam on October 9-14.

This year’s event themed “Rebuild Tourism, Rebound with Resilience” is the first in-person gathering of the six Greater Mekong Sub-region (GMS) destinations since the Covid-19 pandemic disrupted the tourism industry.

2022 Hanoi Fruit Festival to ensure supply for Tet

The 2022 Hanoi Fruit Festival has attracted nearly 100 booths displaying and selling typical products from six regions across the country. 

On 6,000 m2, the fruit festival showcases specific products from the Red River Delta and North Coast, Northern Midlands and Mountainous Region, Central Vietnam, Central Highlands, Southeast, and Mekong River Delta. The festival aims to support provinces and cities in finding customers and selling fruits and agricultural products.

Vietravel Airlines wins Inspirational Brand Award

Vietravel Airlines, a member of Vietravel Corporation, has won the Inspirational Brand Award of the Asia-Pacific Enterprise Awards (APEA) 2022.

Hanoi fair showcases over 2,000 OCOP goods

A trade fair opened in Hanoi on October 7 with over 2,000 products on show developed under the “One Commune, One Product” (OCOP) programme.

The goods range from the capital city, nine provinces in the Red River Delta region, and 20 others from across the nation.

The OCOP programme was initiated by the Ministry of Agriculture and Rural Development in 2008, based on Japan’s “One Village, One Product” and Thailand’s “One Tambon, One Product” programmes. It is an economic development programme for rural areas to help implement the national target programme for building new-style rural areas.

OCOP products are made based on the combination of local resources, traditional culture, and advanced technology, thus promoting product diversification, quality, packaging, and origin traceability.

The programme has provided farmers with the chance to form cooperatives, which in turn have enabled them to create goods with better quality, design and packaging that meet higher standards and match market demand.

So far, Hanoi has recognised 1,649 OCOP products, including four rated with five stars. The capital is taking the lead nationwide in terms of the number of OCOP products and five-star OCOP products./.

Vietnam’s GDP projected at 7% in 2022: AMRO

The ASEAN+3 Macroeconomic Research Office (AMRO) has joined many international organisations in revising up Vietnam’s GDP growth this year thanks to the country’s strong performance since early this year and success in containing inflation.

In its quarterly update of the ASEAN+3 Regional Economic Outlook released on Thursday, Vietnam’s economy is projected to expand by 7% in 2022, up from 6.5% in its July forecast and making it the second-highest gainer in the region this year after Malaysia with expected growth of 7.3%.

Vietnam’s GDP will likely slow down in the next year to 6.5%, topping the region and followed by the Philippines at 6.3%.

AMRO’s forecast followed recent moves by Moody’s, the World Bank (WB), the International Monetary Fund (IMF) and the Singapore-based United Overseas Bank (UOB) which forecast Vietnam’s 2022 GDP will reach between 7% and 8.5%.

Though attributing the high GDP growth partly to the low base from last year, Dr. Khor said the opening up of the economy, relaxation on pandemic control, increase in domestic demand, recovery in tourism and successful attraction of foreign direct investment (FDI) all contributed to Vietnam’s quick recovery.

However, Khor pointed out an external risk of import inflation coming from high oil prices.

For the first time in two years, the State Bank of Vietnam (SBV) decided to raise its policy rates by one percentage point on September 23.

SBV’s move was deemed inevitable as the FED has been raising interest rates, subsequently putting pressure on exchange rates.

Khor also endorsed the Vietnamese central bank’s move, emphasising Vietnam’s economy is already recovering very strongly and there’s no need for monetary stimulus at this point in time.

Vietnam’s inflation is expected to reach 3.5% this year and drop slightly to 3.3% in 2023.

VinFast returns to Paris Motor Show 2022

Four years after its global debut at the 2018 Paris Motor Show, VinFast, a subsidiary automaker of Vietnamese conglomerate Vingroup, has announced its return with brand-new positioning as Vietnam’s first and only global smart EV maker, marking its significant leap on the journey toward sustainable mobility.

For the first time, VinFast will officially introduce the premium electric vehicle line-up covering from segment B to E to the French market, it said on October 7.

VinFast will bring to the 2022 Paris Motor Show (PMS), to take pace from October 17-13, four models VF 6, VF 7, VF 8, and VF 9. This is the first time the automaker has officially introduced these electric vehicle models to the French market.

Conference seeks to better cross-border e-commerce skill for export firmsHanoi will continue to coordinate with the Ministry of Industry and Trade’s Vietnam E-commerce and Digital Economy Agency (iDEA), Amazon Global Selling Vietnam, and relevant units to support and train businesses in skills on cross-border e-commerce, according to Vice Director of Hanoi Center for Investment, Trade and Tourism Promotion (HPA) Nguyen Thi Mai Anh. 

Speaking at a conference held by HPA in Hanoi on October 6, Anh said the move aims to better the promotion of products on cross-border e-commerce platforms for Vietnamese exporters, especially small- and medium-sized enterprises.

According to the iDEA, the world's global e-commerce market is forecast to record strong growths, with an expected revenue of over 7.38 trillion USD by 2025.

Mac Quoc Anh, Vice Chairman of the Hanoi Association of Small and Medium Enterprises (Hanoisme), said cross-border e-commerce not only creates opportunities for businesses to increase sales, but also helps them develop flexible business models, reduce costs, and optimise resources to access global supply chains.

Participants said businesses need to be fully equipped with skills in international trade and e-commerce skill in order to meet the needs of the market, and avoid risks in transaction and payment.

Wood industry faced with uncertainties

Despite positive growth, the Vietnamese wood industry is still facing many challenges given uncertain material supplies from abroad.

The domestic supply of material can only satisfy around 75% of the total demand. Every year, the industry has to import around 8.5 million cubic meters of wood.

According to the Handicraft and Wood Industry Association of HCMC (HAWA), in the first eight months, exporst of Vietnam’s wood and wood products totaled over US$11 billion, an increase of 7% over the same period last year.

Despite a strong recovery of woodwork export performance in August, runaway inflation and global economic uncertainty would negatively impact the wood industry’s export growth in the rest of the year.

Data of HAWA, given at a news briefing on VietnamWood 2022 slated for October 18 -21 in HCMC, showed that the wood industry’s exports in the first eight months of the year grew 7% at around US$11.16 billion.

VietnamWood 2022, featuring 250 exhibitors from 24 countries and territories, aims to help Vietnamese enterprises approach latest automation trends, technology transformation, smart solutions and practical applications in interior decoration.

Planting area codes vital to Vietnam’s agricultural exports

The granting of growing area codes is key to opening the door for Vietnam’s agricultural products to reach global market, according to insiders.

A growing area codes facilitate the control of product quality while ensuring the origin traceability of agricultural products, they said.

Hoang Trung, Director of the Plant Protection Department under the Ministry of Agriculture and Rural Development (MARD), said grants of codes and management of coded planting areas and packing facilities are the department's top priorities in developing agricultural production and farm produce exports.

The country’s export value from agriculture, forestry and fisheries reached 36.3 billion USD in the first eight months of 2022, up 13.1% over the same period last year, according to MARD.

Together with the growth in the export value of agricultural products, the agricultural sector must increase the number of new planting regions being granted codes and maintain the management quality of the coded planting areas as well.

The ministry has assigned about 90% of the coded planting regions to the localities managing their quality of them since 2021.

Localities are responsible for granting the code to the new planting areas and reviewing the areas with codes. Then, they will report this issue to the Plant Protection Department who will review all dossiers requiring granting codes for planting areas before sending the procedures to countries importing local agricultural products to confirm the codes. 

The localities have been assigned to manage and maintain the coded planting areas and packing facilities.

According to the Department of Crop Production, 50 out of 63 Vietnam's provinces and cities across the country have been granted a total of 4,000 planting area codes for fruit, rice, coffee, pepper, cashew and wood. 

Vietnam’s tourism sector post impressive growth

Vietnam has won a number of prestigious awards in the tourism sector this year.

Several cities in Vietnam were honoured in various categories at the 2022 World Travel Awards for the Asia region which was held recently in Ho Chi Minh City.

Hanoi was “Asia’s leading city break destination” while Da Nang was “Asia leading festival & event destination”.

Ho Chi Minh City won the “Asia leading business travel destination” award.

Moc Chau town in the northern province of Son La was “Asia’s leading nature destination”.

Hoi An beat rivals including Beijing, Seoul, Kyoto and New Delhi to win the award for “Asia’s leading cultural city destination”. This is the third time Hoi An has received the award with the first time in 2019 and the second in 2021.

Exporters urged to improve quality of farm produce to compete globally
     
Vietnamese exporters need to continue to improve the reliability of agricultural products and ensure quality, safety and sustainability to compete globally, industry insiders said.

Phung Duc Tien, deputy minister of the Agriculture and Rural Development, said that with a number of free trade agreements (FTAs) Viet Nam has signed, exporters would have greater opportunities to expand export markets.

Of these FTAs, the Regional Comprehensive Economic Partnership (RCEP), which took effect early this year, brings together the 10 ASEAN member countries, along with Australia, China, Japan, New Zealand, and South Korea, which account for 29 per cent of the world’s GDP and have a population of 2.2 billion.

Under the world’s largest trade pact, exporters will have an opportunity to expand export markets, especially in key products such as rice, coffee, pepper, cashew nuts, seafood, timber and wood products.

Nguyen Phuc Nguyen, general secretary of the Viet Nam Fruit and Vegetable Association, said the trade deal would also increase the country’s agricultural exports to China, already a major market.

The trade pact removes tariffs on at least 64 per cent of tariff lines. In 15-20 years, Viet Nam will abolish 89.6 per cent of tariff lines while its partner countries will remove 92 per cent of its tariffs.

Other ASEAN members will remove 85.9 per cent of all tariffs for Viet Nam.

Experts have pointed out major challenges faced by local exporters such as increasingly stricter rules of origin and quality standards and more severe competition from foreign rivals in both the domestic and foreign markets.

Nguyen Quoc Toan, director of the ministry’s Department of Agricultural Product Processing and Market Development, said another major problem was the weak competitiveness of Vietnamese farm produce.

This is largely because processed agricultural products did not have enough value added content to meet the regulations of the markets, he said.

In the domestic market, Vietnamese agricultural products would also have to compete with those from member states imported into the country.

According to Dr. Nguyen Dac Binh Minh, director of the Institute of Regional Research and Development under the Ministry of Science and Technology, the traceability of export products is a mandatory requirement of multilateral FTAs, especially the FTA with the EU.

Accrding to Nguyen Trung Kien, head of the ministry’s Department of International Cooperation, the EU is one of Viet Nam’s four major export markets for agricultural, forestry and fishery products.

It is also one of the world’s three largest markets for agricultural, forestry and fishery products.

The EU spends about $1 trillion on food and beverages annually, including $300 billion on imports.

To increase the competitiveness of agricultural exports to the EU, it is important to reduce transportation costs and develop brands.

Under the National Green Growth Strategy for the 2021-30 period, the ministry will develop a low-carbon commercial agriculture toward a circular and smart economy, climate resilience, and higher competitiveness for green agro-products.

Enterprises still cautious in business investment
     
Although the business picture has many bright spots, the impacts of the COVID-19 pandemic have eroded the strength of many businesses, causing difficulties for cash flow in production and business activities, according to the Business Registration Management Agency.

The capital scale of enterprises entering the market is on a downward trend, reaching VND11.9 billion (US$506.3 million) last month, an increase of 8.6 per cent compared to the previous month. However, it was a decrease of 25.9 per cent compared to the same period last year.

The General Statistics Office (GSO) has just announced that the number of enterprises registering for establishment and returning to operation in the first nine months reached 163,300, a year-on-year growth of 38.6 per cent.

On average, there are 18,100 newly-established and re-operating businesses per month.

Total registered capital added to the economy in the first nine months of this year was VND3.9 quadrillion, up 36 per cent over the same period last year.

The number of enterprises withdrawing from the market was 112,700, an increase of 24.8 per cent compared to the first nine months of last year.

On average, 12,500 businesses withdraw from the market every month.

HHV requests to clarify information on manipulating stock prices
     
Deo Ca Traffic Infrastructure Investment JSC (HoSE: HHV) just sent a document to authorities requesting to strictly fine the disclosure and spread of incorrect information related to HHV shares being classified in a group that applied a pump-and-dump scheme, the company's leaders said on Thursday.

In the document, Deo Ca affirmed that it always complies with the law on securities. HHV stock recent transactions and movements follow the principle of supply and demand of the stock market, and are under the supervision of the Ho Chi Minh Stock Exchange (HoSE), the State Securities Commission of Vietnam (SSC) and competent state agencies.

The company requested the competent authorities to investigate, verify and clarify the motives of some units and individuals for posting and spreading false information about the fact that HHV shares are classified in a group that applied pump-and-dump scheme, and do not let this information continue to negatively affect the reputation of the business.

The company, on August 22, announced its reviewed semi-annual financial statements, of which its consolidated revenue in the first half of 2022 increased 15 per cent on-year to VND915 billion (US$38.3 million) and profit after tax advanced nearly 16 per cent to VND159 billion. With the growth momentum, Deo Ca estimated the company's revenue and profit in the first nine months of the year will rise by 15 per cent and 10 per cent, respectively.

Honda Vietnam (HVN) launched a recall on October 05, 2022 to replace incomplete welding in the driver's seat slide adjuster of Honda CIVIC, Honda HR-V imported from Thailand.

This recall is a precautionary safety measure to rectify the welding point at the slide adjuster in the driver's seat. When a collision occurs, it may cause the driver's seat to move and may compromise the seatbelt protection for the driver.

All owners of the affected vehicles will be informed by Honda Automobile Distributors via letter/e-mail/direct telephone, based on the information of owners registered on Honda's customer management system.

While no problems related to the defective frame seat cushion have been recorded in Viet Nam, HVN recommends all affected customers contact Honda Authorised Distributors to make an appointment to have their vehicles checked and repaired.
