Speaking at the event, Minister Luong Tam Quang stated that numerous cyberattacks had recently been detected, thwarted, and neutralized. Criminals exploiting cyberspace to undermine public order and the peace of the people have been promptly exposed and strictly handled. A “people's security posture” in cyberspace is gradually being established and reinforced, aiming to build a safer, healthier digital environment for Vietnam.

During the event, Minister Luong Tam Quang visited technology showcases hosted by major Vietnamese firms, including MobiFone, Viettel, and VSEC, listening to presentations on cybersecurity solutions and innovations.

He asserted that in light of escalating cybersecurity risks, cyberspace is not only a new battlefield but also a vivid reflection of all aspects of social life. This reality demands increasingly complex and urgent tasks in safeguarding cybersecurity. “We must ignite a sense of responsibility, legal compliance, and vigilance among every organization and individual participating in cyberspace, so that each citizen becomes a true defender of online safety and security,” the minister stressed.

He called for continued improvements in political and legal frameworks, with visible progress in implementing Party and State policies on cybersecurity. This includes developing a “people’s security” strategy grounded in strong public support across the digital space.

The Ministry of Public Security will continue advising the Party and the State to refine cybersecurity strategies in the new context. It also aims to establish legal frameworks for emerging technologies such as artificial intelligence, automation, and blockchain. These steps are vital in defining and defending Vietnam’s national sovereignty in cyberspace.

“Every day ahead must be Vietnam Cybersecurity Day, with unwavering determination to defend national sovereignty in cyberspace – for a powerful, prosperous Vietnam that advances confidently in the new development era,” Minister Luong Tam Quang declared.

At the event, Major General Le Xuan Minh, Director of the Department of Cybersecurity and High-Tech Crime Prevention, said Vietnam is now clearly shaping the identity of a digital nation. However, the digital transformation journey brings immense challenges in ensuring cybersecurity.

Since 2024, the national system has recorded over 42 million cyberattack warnings and approximately 420,000 malware alerts targeting information systems. Hacker groups are increasingly agile, frequently adapting their methods, tactics, and targets - especially during politically, economically, or socially sensitive periods. They often focus on IT service providers for government agencies to leverage them as springboards for broader attacks.

Additionally, awareness and knowledge about cybersecurity and protection of state secrets remain limited among users - including leadership in some units. Many networks across government agencies remain fragmented, lacking adequate security solutions and filled with vulnerabilities. Cybersecurity personnel are also insufficient in number and depth of expertise, making systems vulnerable to attack.

Major General Minh also warned that the spread of fake news, misinformation, and distorted cultural narratives on cyberspace is deeply affecting society. Cybercrime with sophisticated techniques has become a global threat to all nations.

Vietnam Cybersecurity Day introduced a series of impactful initiatives, including a simulated cybersecurity drill for the Ministry of Public Security’s portal and the launch of the National Cybersecurity Operations Center. Starting August 2025, a national campaign on digital literacy will raise public awareness about cybersecurity and personal data protection. Other events include “Protecting personal data - Human security in the digital era,” the conference “KOLs and the era of national advancement,” and the workshop “Cybersecurity for control systems in power plants - from regulations to real-world deployment.”

To strengthen public-private cooperation, a partnership agreement was signed between the Department of Cybersecurity and High-Tech Crime Prevention and the Vietnam National Payment Services Joint Stock Company (NAPAS) to protect cyberspace and combat technology-related crimes.

Alongside the main event was an exhibition featuring cybersecurity and data security innovations by the Department of Cybersecurity and leading Vietnamese tech firms such as VNPT, FPT, Viettel, MobiFone, Gtel, and NCS.
