The Ministry of Home Affairs recently responded to a citizen's inquiry about whether students who achieve the highest graduation results in their academic major and are officially recognized by their universities as top graduates are eligible for Vietnam's talent attraction and recruitment policies.

The citizen described a university offering multiple academic programs, where a student with the highest graduation results in mathematics was recognized as the top graduate in that major.

Because curricula, student numbers and overall academic performance can vary considerably between majors, the citizen sought clarification on whether such students meet the existing legal criterion of being a top graduate from a domestic higher education institution.

In response, the Ministry of Home Affairs cited Point a, Clause 2, Article 4 of Government Decree No. 179/2024, issued on December 31, 2024, which governs policies to attract and retain talented individuals.

Under the decree, students recognized as the highest-ranking graduates of their entire university, academic major or faculty are all eligible for consideration under the talent recruitment policies.

This means that a student officially recognized by a university as the top graduate in mathematics, or in any other major or faculty, may fall within the group eligible for consideration.

The eligibility criterion is not restricted to the single student with the highest graduation results across an entire university.

However, the ministry emphasized that meeting the eligibility criteria does not automatically guarantee recruitment or access to the associated benefits.

Under Clause 1, Article 5 of Decree No. 179/2024, the authority to select talented individuals and determine the application of relevant policies rests with the agencies, organizations and units responsible for recruitment within their respective areas of management.

The ministry advised the citizen to refer to Article 21 of the decree and contact the competent civil service recruitment authority for specific guidance and consideration.

Decree No. 179/2024 establishes policies for attracting and retaining talented individuals to work in agencies and organizations affiliated with the Communist Party of Vietnam, the State, the Vietnam Fatherland Front and socio-political organizations.
