On the morning of April 17, the Ministry of Defense held an online conference on the task of reviewing legal documents on military and defense. The event had the presence of Major General Tran Van Nam - Deputy Commander of the Vietnam Coast Guard and representatives of the Chief of the General Staff, the Political Bureau, the Expertise and Law, Office Bureau of the Vietnam Coast Guard.

Major General Tran Van Nam - Deputy Commander of the Law of the Coast Guard - gave a preliminary report on the review of legal documents of the High Command of the Vietnam Coast Guard in recent years.
According to him, reviewing legal normative documents is one of the important contents of legal work in order to ensure the constitutionality, legitimacy, uniformity, consistency, contributing to perfecting the legal system; create favorable conditions for organizations and individuals to apply and enforce laws, to promptly detect and handle documents that contain overlapping, duplicated, contradictory, abandoned, terminated and expired contents; to help develop, apply and enforce the law more effectively; to increase the openness and transparency of the legal system.
Recognizing the significance of reviewing legal documents, over the past years, the High Command of the Vietnam Coast Guard has closely followed the annual plans and guidelines of the Ministry of Defense to direct relevant agencies to systematically and effectively review legal documents.
The High Command of Vietnam Coast Guard has researched and carefully reviewed many legal documents related to the functions and tasks of the Vietnam Coast Guard in particular and hundreds of legal documents related to the mission of managing security, order and safety at sea and in the continental shelf; thereby, promptly advise the Ministry of Defense to issue or submit to competent authorities to issue new documents to replace and recommend abolishing legal documents that are no longer appropriate.
In 2019, right after the Vietnam Coast Guard Law was passed by the National Assembly, the High Command of Vietnam Coast Guard actively studied and reviewed the system of legal documents, effective advised the Minister of Defense to submit to the Government for promulgation of two government decrees, two decisions of the Prime Minister, two circulars and two decisions of the Minister of Defense to ensure synchronous and effective implementation throughout the country. The High Command of Vietnam Coast Guard also proposed to abolish four decrees of the Government and three circulars of the Minister of Defense that are no longer appropriate.
In the process of reviewing legal documents, the High Command of Vietnam Coast Guard always strictly complied with the provisions of the Law on Promulgation of Law 2015; Decree 34/2016/ND-CP dated May 14, 2016 of the Government and guidelines of the Ministry of Defense; fully and punctually complied with reporting and statistics regimes on inspection, review and systematization of legal documents; assigned staff to regularly follow up and update legal documents on the national legal database.
So far, the legal system of the Vietnam Coast Guard has been basically completed, ensuring the constitutionality, legitimacy, and consistency with the current legal system; creating a solid legal corridor for the organization and activities of the Vietnam Coast Guard. With the above results, in the coming time, the High Command of Vietnam Coast Guard will continue to strictly implement the Directive, Plan and guidance of the Ministry of Defense in reviewing legal documents; contribute to perfecting the legal system on the military, defense in general, and the Law on the Vietnam Coast Guard in particular.
