According to a recent announcement from the Government Office, the nationwide survey - conducted once every decade - is designed to provide a comprehensive overview of rural development, agricultural production, and rural living standards. The sheer scope of the operation, involving more than 10,000 enumerators and a massive volume of documents, poses a major challenge for coordination, guidance, and data accuracy.

AI-powered solutions to assist enumerators

To enhance implementation efficiency, the General Statistics Office (GSO) has been assigned to boost public communication across multiple channels - from traditional media to grassroots radio and digital platforms.

A dedicated website integrated with artificial intelligence (AI) will be launched to automatically answer queries from surveyors, supervisors, and citizens. Simultaneously, a standardized guidebook will be distributed to help respondents understand how to provide accurate information from the outset.

The Ministry of Science and Technology will help complete the IT system for the census, ensuring data safety, system resilience, and cybersecurity.

In previous surveys, most information was retrieved from paper documents or via Zalo and phone hotlines, leading to slow response times and inconsistencies across regions. To overcome these limitations, the statistical sector has partnered with FPT Group to deploy FPT AI Agents - a virtual assistant system - between July 1 and October 1, 2025.

This solution is embedded directly within the CAPI (Computer-Assisted Personal Interviewing) application, which is the main tool used by enumerators, and will also be available via a dedicated web portal for data search and Q&A.

Advanced natural language AI speeds up support

FPT AI Agents leverage natural language processing (NLP) and semantic search to understand questions posed in everyday Vietnamese and retrieve precise information from the official document repository within seconds.

Operating 24/7, the AI system ensures standardized guidance nationwide and can reduce supervisors’ workloads by up to 60% by automatically responding to frequently asked questions.

It can walk users through the entire survey process step-by-step, extract forms and regulations, and offer contextual support based on the enumerator’s current data entry form.

Thanks to these capabilities, thousands of hours of manual searching are eliminated. Real-time logic checks help prevent data entry errors and reduce regional discrepancies. All information is instantly synchronized nationwide, improving transparency and boosting the reliability of statistical data.

Ngo Xuan Bach, Director of the AI Product Division at FPT Smart Cloud, noted: “FPT.AI is supporting the nation’s digital transformation journey by tackling complex government challenges.

FPT AI Agents not only improve the effectiveness of this census, but also open up new, smarter, and faster approaches.”
