According to Thanh Hoa Provincial Police, announced on July 2, investigators identified the alleged masterminds as Indian nationals who primarily live and work in Hong Kong, China.

The group allegedly sourced diamonds in India before consolidating the shipments in Hong Kong and organizing their illegal transport into Vietnam for domestic distribution.

To avoid detection, the network reportedly operated through a multi-layered structure in which each participant handled only a specific task, including transportation, receiving shipments, distribution, or managing payments.

Investigators said that since 2024, the network had successfully completed 141 smuggling operations, bringing more than 28,000 diamonds into Vietnam from Hong Kong.

Authorities estimate the operation generated approximately US$10.7 million in revenue.

Police have so far prosecuted 22 suspects accused of participating in the smuggling network, primarily in transportation and the illegal trading of smuggled diamonds.

The investigation remains ongoing as authorities continue expanding the case to determine the roles of additional organizations and individuals connected to the operation.
