According to the organizing committee, the congress will welcome a total of 2,223 delegates, including 198 invited guests and 2,025 official representatives. Among them are individuals honored as national heroes, representatives of heroic collectives, nationwide emulation warriors, and outstanding role models recognized since the 10th congress.
The oldest delegate is Labor Hero and former Vice President Nguyen Thi Binh, who is 98 years old. The youngest attendees are five children, all aged 11.

Attendees include current and former leaders of the Party and State, representatives from the Central Committee of the Vietnam Fatherland Front, provincial and municipal Party secretaries, representatives of Heroic Vietnamese Mothers, and exemplary figures from sectors such as the economy, society, national defense, security, industry, agriculture, science and technology, and education and training.
Also participating are representatives from religious groups, ethnic minorities, intellectuals, physicians, educators, artisans, artists, scientists, and exemplary workers.
The congress aims to summarize achievements in emulation movements and commendation efforts during the 2021–2025 period. It will celebrate and honor individuals and collectives who have demonstrated excellence in patriotic emulation and outline new directions and goals for the next five years.
Events surrounding the congress include visits by Party and State leaders and delegates to pay tribute at President Ho Chi Minh’s Mausoleum and the Monument to Fallen Heroes, along with a photo exhibition themed “President Ho Chi Minh and the emulation movements” and previous congresses.
Other activities include recognition ceremonies for Labor Heroes, Heroes of the People’s Armed Forces, and National Emulation Warriors, as well as a special exchange program spotlighting role models across the country.
On December 22, during the 16th session of the Central Emulation and Commendation Council, Prime Minister Pham Minh Chinh emphasized the importance of organizing the congress with solemnity, joy, discipline, and lasting impact. He called for the event to inspire nationwide emulation movements and serve as a catalyst as Vietnam strides into a new era of development.
The Prime Minister stressed that the reports presented at the congress must reflect the essence and core values of the emulation movements: benefiting the nation and the people, highlighting the country’s heroic traditions and vibrant culture.
According to the Prime Minister, the congress is not only a venue for honoring role models but also a platform to spread patriotic spirit, ignite the will to strive and contribute, and amplify the strength of national unity. It reflects the synergy of internal and external forces, state and people, and national heritage with the spirit of the times.
He urged that all related events - art programs, exhibitions, and cultural activities - must embody the emulative spirit in every individual, every task, every sector, and every moment.
Earlier this year, during the celebration of the 80th anniversary of Vietnam’s diplomatic sector, Party General Secretary To Lam awarded Nguyen Thi Binh the title of Labor Hero for her remarkable contributions to foreign affairs and the revolutionary cause of the Party and the nation.
She also received the Order of Freedom (Itsala Medal) from the Government of Laos, the Medal for the Cause of the National Assembly, and the Romesh Chandra Peace Prize for her lifelong advocacy of peace and international solidarity.
