Starting January 1, 2025, vehicles powered by clean and environmentally friendly energy will receive green inspection labels, according to Circular 47/2024 recently issued by the Ministry of Transport.
The circular outlines the procedures for vehicle inspections, including initial exemption for certain motor vehicles and specific rules for emission inspections of motorcycles and mopeds.
Currently, inspection centers issue yellow inspection labels for commercial vehicles and blue labels for non-commercial vehicles. However, under the Road Traffic Safety Law, effective January 1, 2025, commercial vehicles will be identified by yellow license plates. Consequently, separate inspection labels for commercial vehicles will no longer be necessary.
Circular 47 introduces three distinct types of inspection certificates and labels. Vehicles that successfully pass inspection — covering identification, general condition, upper and lower vehicle components, braking efficiency, and environmental compliance - will be issued the corresponding certificates and inspection labels.
The three types of inspection labels are as follows:
Green inspection labels: For vehicles using clean, green energy and environmentally friendly fuel.
Orange-yellow inspection labels: For all other motor vehicles.
Pink-purple inspection labels: For specialized machinery and equipment.
Inspection labels must be affixed in specific locations on the vehicle. For vehicles with a front cabin and windshield, the label will be placed on the upper-right corner of the interior side of the windshield, facing outward.
For trailers, semi-trailers, and specialized machinery, inspection labels must be protected with a transparent layer to ensure visibility and durability. Labels will be affixed to easily observable locations on the vehicle.
At inspection centers, the labels will be applied by authorized personnel for vehicles undergoing inspection. For vehicles eligible for first-time inspection exemption or those inspected outside official centers, vehicle owners are responsible for affixing the labels themselves.
A green inspection label for clean energy vehicles, effective January 2025.
Orange-yellow inspection labels will apply to conventional motor vehicles.
