Prime Minister Nguyen Xuan Phuc, Deputy PM Vu Duc Dam and other senior government officials attended the launch of the portal, which marks a milestone in the Government’s target of placing the needs of the general public and the business community at the core of its services.

Speaking at the launch of the portal, Minister and Chairman of the Government Office Mai Tien Dung said that the development of the portal is a vital task of building an e-Government system which digitally links the public and the business community with the Government to improve the quality of public services.

The portal consists of six components: a national database with information on administrative procedures and responses to frequently asked questions related to these procedures; a one-time login and verification system to connect with ministerial and provincial-level public service portals; an e-payment system; a comment section for citizens and enterprises; integrated public services from ministries, agencies and localities; and online support services.

The main benefit of the portal is to ensure full transparency for administrative procedures, enabling individuals and organizations to track the progress of public services and administrative procedures.

By logging into the website https://dichvucong.gov.vn through a single account, residents and enterprises can access all online public services portals, managed by ministries and local governments.

The portal helps enhance the openness and transparency of information on administrative procedures as well as ensures the accountability of State agencies.

The portal is expected to help the State save VND4.22 trillion (US$182 million) per year, and this figure will continue to rise with more public services being integrated into the portal.

The portal helps reduce scattered investment by ministries, agencies and localities and fast-tracks the process of administrative reforms.

Initially, the portal will provide five public services across all 63 provinces and cities: the issuance of driving licenses; the announcement of promotional activities; the reissuance of health insurance cards; the provision of electricity services to citizens and enterprises; and the payment of electricity bills.

The portal also provides four ministerial-level public services: the issuance of international driving licenses; registration for promotional activities; the grant of certificates of origin for goods; and e-tax payments for businesses.

Other public services are also provided by localities, such as the registration of business households and taxes in HCMC and birth registrations in Hanoi City, the northern province of Quang Ninh and the northern port city of Haiphong.

In the first quarter of next year, another 15 public services will be added to the national portal, focusing on taxes, customs, business registrations, health, labor, birth registrations, security transactions and the collection of fines for road traffic violations. SGT
