The congress brings together 791 outstanding Youth Union officials and members representing nearly 22 million young Vietnamese at home and abroad.

Party General Secretary and State President To Lam arrives at the opening session of the 13th National Congress of the Ho Chi Minh Communist Youth Union.

First Secretary of the Ho Chi Minh Communist Youth Union Central Committee Bui Quang Huy, who also serves as Vice President of the Vietnam Fatherland Front Central Committee, said the congress is taking place as Vietnam enters a new era driven by science and technology, innovation, digital transformation and international integration.

He noted that the Youth Union and other socio-political organizations are implementing the resolutions of the 14th National Party Congress and the 11th National Congress of the Vietnam Fatherland Front. This new context presents both fresh responsibilities and greater opportunities for young people to contribute and develop.

According to Bui Quang Huy, Youth Union work and youth movements must continue to innovate in both content and methods, becoming more creative, practical and responsive to the aspirations of young people.

He said the Youth Union should further strengthen its role as a socialist school for young people, helping develop political commitment, professional competence, ethical values and leadership skills while nurturing a generation that is innovative, confident and willing to take responsibility.

The congress will discuss and decide major priorities for Youth Union work during the new term, including fostering revolutionary ideals, supporting young entrepreneurs, enhancing international integration, promoting mastery of science and technology, and strengthening efforts to prevent crime and social problems among young people.

Standing Secretary of the Youth Union Central Committee Nguyen Minh Triet presented a summary of the political report to the congress.

The 2026-2031 term is regarded as especially significant as Vietnam advances toward the centennial anniversaries of the Communist Party of Vietnam, the founding of the nation, and the establishment of the Ho Chi Minh Communist Youth Union.

The report noted that rapid advances in science and technology, artificial intelligence, digital transformation, green transition and international integration are reshaping economic development, employment, education and the lives of young people.

Against this backdrop, the Youth Union must renew not only its activities but also its organizational thinking, methods of engaging young people and capacity to lead youth in the new era.

The congress adopted the action slogan for the new term: "Resilient spirit - Pioneer in innovation - Aspiration to contribute - Mastering the future."
