The Ministry of Construction has reported to the Prime Minister on the rate of capital investment in highway construction in Vietnam. Since 2005, Vietnam has initiated a number of highway projects and has put into operation 150 km of highway, including the Ho Chi Minh City-Trung Luong, Lang - Hoa Lac, Cau Gie - Ninh Binh; and Belt Road III - Hanoi.

From now to 2015, the country is expected to have an additional of 600 km of expressways. A number of ongoing projects are Hanoi - Thai Nguyen, Ha Noi - Hai Phong, Hanoi - Lao Cai and Ho Chi Minh City - Long Thanh - Dau Giay. The projects that are about to be implemented are: Da Nang - Quang Ngai, Dau Giay-Phan Thiet, Ben Luc - Long Thanh, Trung Luong-My Thuan and My Thuan-Can Tho.

According to the Ministry of Construction, in the second quarter of 2012, the investment rate for 1km of four-lane highways in the northern mountainous areas and midlands was $7.4 million; $10.6 million for the northern delta; $10.5 million for the central region; and $17.2 million for the southern delta. In particular, because of the special terrain, the Ben Luc - Long Thanh route has the rate of investment of $28.2 million.

According to the Ministry of Construction, the investment rate for the Da Nang - Quang Ngai highway is $7.9 million/km; Hanoi - Thai Nguyen $4.2 million; Cau Gie - Ninh Binh $8.2 million; and Ho Chi Minh City - Long Thanh - Dau Giay $10 million.

In China, the investment rate for the Qinghai - Lanzhou - Shaanxi highway which crosses over hills is about $7.6 million/km. In South Korea, the highway in Busan cost $19 million/km.

According to the Ministry of Construction, although all highways are built in the hilly, mountainous and midland areas, they have very different building costs.

In addition, one of the reasons that make the cost of highway investment in Vietnam high is the high expenditure for site clearance and resettlement and slow site clearance.
