National Assembly Chairman Tran Thanh Man has officially signed off on several resolutions issued by the National Assembly Standing Committee regarding the adjustment of personal income tax family deductions and environmental protection tax rates on gasoline, oil, and lubricants.

According to Resolution No. 110/2025 on adjusting family deduction levels under the Personal Income Tax Law, the Standing Committee has decided to amend Clause 1, Article 19 of the law.

Specifically, the standard deduction for taxpayers will increase to VND 15.5 million/month (equivalent to approximately USD 620/month or USD 7,440/year). The deduction for each dependent will rise to VND 6.2 million/month (around USD 248).

The resolution will take effect on January 1, 2026, and apply from the 2026 tax year onwards.

Under current regulations, individuals without dependents must pay personal income tax when their total income from salary or wages exceeds VND 11 million/month (USD 440 or USD 5,280/year).

Those with dependents are eligible for an additional deduction of VND 4.4 million/month (USD 176) per dependent.

Also issued was Resolution No. 109/2025, in which the Standing Committee outlined environmental protection tax rates for petroleum products applicable from January 1, 2026, through the end of the year:

Environmental protection tax rates effective for 2026:

Gasoline (excluding ethanol): VND 2,000/liter
Aviation fuel: VND 1,500/liter
Diesel: VND 1,000/liter
Kerosene: VND 600/liter
Fuel oil (mazut): VND 1,000/liter
Lubricating oil: VND 1,000/liter
Lubricating grease: VND 1,000/kilogram

From January 1, 2027, onwards, environmental protection tax rates on fuel and lubricants will revert to the framework established in Resolution No. 579 dated September 26, 2018.

New appointments and personnel adjustments approved

Deputy National Assembly Chairmen Tran Quang Phuong and Nguyen Thi Thanh also signed off on several personnel decisions.

The Standing Committee approved the appointment of Vo Van Hoi, a National Assembly deputy from Vinh Long and former member of the Ben Tre Provincial Party Standing Committee and Commander of the Ben Tre Military Command, as a full-time deputy serving on the National Defense, Security, and External Relations Committee. He will receive a leadership allowance with a coefficient of 1.20.

The Committee also ratified the election of Dao Trong Duc, Standing Member of the Hai Phong Party Committee and Chief of the Hai Phong Party Office, as Vice Chairman of the Hai Phong People’s Council for the 2021-2026 term, effective October 26.

It approved the resignation of Bui Van Quang from his position as Chairman of the Phu Tho People’s Council, also for the 2021-2026 term, effective October 28, as he takes on a new assignment.

The Committee endorsed Bui Duc Hinh, Deputy Secretary of the Phu Tho Party Committee and Chairman of the Vietnam Fatherland Front in Phu Tho, as Chairman of the Phu Tho People’s Council, effective October 28.

Additionally, the Committee approved the resignation of Nguyen Chien Thang as Vice Chairman of the Quang Tri People’s Council, effective October 28, and of Tran Van Ky as Vice Chairman of the Ha Tinh People’s Council, effective October 27.

Nguyen Hong Linh, Standing Deputy Secretary of the Ha Tinh Party Committee, was approved as Chairman of the Ha Tinh People’s Council, effective October 29.

Nguyen Thi Viet Ha, a member of the provincial Party Committee and Chair of the Thuong Duc Commune People’s Council, was approved as Vice Chairwoman of the Ha Tinh People’s Council, also effective October 29.
