A total of 1,588 delegates will attend the congress, including 165 members of the 13th Central Committee; 353 delegates elected from 11 provincial and municipal party organizations that have not undergone restructuring, as well as from the Party committees of the military and public security sectors.

An additional 1,070 delegates are designated from 23 party organizations that have been merged, along with delegates from the Party committees of central agencies, the Government, the National Assembly, the Vietnam Fatherland Front and central-level mass organizations, as well as overseas party units.

The decision stipulates that delegates are distributed based on the number of party members in each unit, the organizational structure of each local or sectoral Party committee, and the strategic significance of certain units. Some delegates are appointed directly in accordance with Party regulations.

Delegate allocation details:

For units not affected by restructuring: each receives 13 delegates.

For provincial and municipal party organizations that have merged two former units: each receives 24 delegates (an increase of 11 per unit).

For those that have merged three units: each receives 35 delegates (an increase of 22).

Based on party membership size (as of July 1):

Each centrally-managed party organization is granted one delegate per 12,000 members, with an additional delegate added if the remainder exceeds 6,000 members.

15 designated delegates, including party secretaries, ambassadors, and heads of Vietnamese diplomatic missions.

Based on this decision, the Politburo will define the criteria and structure for delegate selection and assign the Central Organization Commission to communicate specific delegate quotas to each central-level Party unit.
